Adopt a resolution:

a. Approve an increase in appropriations and revenues of $1,030,207 for the Social Services - Area Agency on Aging’s Fund 001, Appropriation Unit, SOC010 FY 2021-22 Adopted Budget to provide funding to various programs (4/5ths vote required); and

b. Authorize the Auditor-Controller to amend the FY 2021-22 Adopted Budget by increasing appropriations and revenues by $1,030,207 in Social Services - Area Agency on Aging’s Budget, Fund 001, Appropriation Unit SOC010 (4/5ths vote required).

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a resolution to:

a. Approve an increase in appropriations and revenues of $1,030,207 for the Social Services - Area Agency on Aging’s Fund 001, Appropriation Unit, SOC010 FY 2021-22 Adopted Budget to provide funding to various programs (4/5ths vote required); and

b. Authorize the Auditor-Controller to amend the FY 2021-22 Adopted Budget by increasing appropriations and revenues by $1,030,207 in Social Services - Area Agency on Aging’s Budget, Fund 001, Appropriation Unit SOC010 (4/5ths vote required).

 

SUMMARY/DISCUSSION:

The Department is requesting an increase in appropriations and estimated revenues for additional funding allocated by California Department of Aging (CDA) to Monterey County Department of Social Services Area Agency on Aging (AAA) in the amount of $1,030,207 for new programs, additional funding for existing programs, and appropriating funds in the current fiscal year due to unspent funds for programs whose terms were extended. The attachment provided includes itemized listing for funding.

 

CDA issued out emergency one-time funding for four new programs in the amount of $275,672 for a) assist older adults and their caregivers with access to COVID-19 vaccines, b) provide additional meals home-delivered meals to seniors and people living with disabilities, c) provide enhanced and improved Ombudsman services for residents living in long-term care facilities in response to the Pandemic, and d) funding for a robotic pet program to address social isolation issues through the purchase of 305 electronic companion pets for individuals living in licensed long-term care residential and skilled nursing facilities. This funding expires September 30, 2022 and we do not anticipate continued funding.

 

Additionally, CDA increased their current year program allocations on existing programs in the amount of $624,131 for a) Title III programs to provide advocacy Ombudsman services for residents in long-term care facilities, home delivered meals to seniors, and increase administration funding; b) Additional funding for health insurance counseling & advocacy (HICAP) services for Medicare beneficiaries; and c) provided renewed funding for the Aging and Disability Resource Connection (ADRC) program  that provides older adults and adults with disabilities comprehensive resource information, referrals, and transitional services. 

 

Lastly, there are two grants that CDA extended the program terms and current appropriations/revenues in the amount of $130,404 is required for: a) The Fall Prevention Grant that was previously ending June 30, 2021 was extended to March 31, 2022 which provides services for eligible individuals who are at-risk of falling or being institutionalized by providing assessments, consultation, and referrals; and b) ADRC Coronavirus Aid, Relief, and Economic Security Act (CARES) funding that was previously ending September 30, 2021, was extended till September 30, 2022 which provides enhanced Pandemic responses to support older adults and adults with disabilities.

 

OTHER AGENCY INVOLVEMENT:

The County Administrator’s Office - Budget Office reviewed the recommended actions and County Counsel has approved to form.

 

FINANCING:

The Department’s recommendation is to increase appropriations and revenues of 1,030,207 for the Social Services - Area Agency on Aging’s 001-5010-SOC010-8268 FY 2021-22 Adopted Budget.  This is a combination of various federal and state funding allocation by the California Department of Aging for new programs, adding additional funding for existing programs, and adding appropriations for those grants whose terms were extended and funds were not budgeted in this fiscal year. The majority of this funding will be used to increase sub-recipients’ agreements.  Although some of this funding expires September 30, 2022, we anticipate the funding will be expended by June 30, 2022.  See attachment for the itemized listing of funding.  There is no change to the existing General Fund Contributions in this budget unit. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This proposed action correlates to the Administration and Health and Human Services Strategic Initiatives adopted by the Board of Supervisors by allowing the Department to accept additional funding from the State to expand existing programs provided by the Area Agency on Aging and to assist with additional costs associated with the COVID-19 Pandemic.
