RECOMMENDATION:

It is recommended that the Board of Supervisors:

Authorize the Chief Information Officer to execute a Memorandum of Understanding between San Luis Obispo County and Monterey County, for the installation and long-term maintenance of a leased commercial communications circuit (“T1”) line supporting County radio traffic from Piedras Blancas to route through the San Luis Obispo Radio Vault as requested by both counties.

 

SUMMARY:

Radio communications on Monterey County’s southern border of the Big Sur coastline has been extremely challenging due to the geography and distance from the Salinas radio system hub. With the installation of two-way radio technology at the Piedras Blancas Light Station, and in cooperation with San Louis Obispo County (SLO), this problem can finally be overcome. This cooperative agreement will allow Monterey County to lease a commercial communication line to be installed in the SLO County radio vault and connecting to the Monterey County radio system completing the project.

 

DISCUSSION:

The Memorandum of Understanding (MOU) between San Luis Obispo County (SLO) and Monterey County clarifies that Monterey County will provide a T1 communication link from 168 West Alisal, Salinas CA 93901 to 976 Osos St. San Luis Obispo, CA 93401. SLO County will provide network connectivity from the T1 line at 976 Osos St. San Luis Obispo, CA 93401 to Piedras Blancas Light House at no cost to Monterey County. The purpose of this MOU is to provide for a more formalized cooperation on a regional basis with respect to public radio safety between SLO and Monterey County. The location of the T1 communication link is described in Exhibit A, attached hereto and incorporated herein. If the T1 becomes inoperable or damage is discovered, the parties will coordinate the repairs/replacement to minimize the downtime of the communication link.  This agreement will benefit public safety radio communications for first responder agencies along the Big Sur Coast including the Sheriff’s Office, Big Sur Fire, Cal Fire, and Ambulance Response services.

 

 

 

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed the MOU and approves as to form.

 

FINANCING:

There is no impact to the general fund budget of Information Technology Department. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommendation to enter this Memorandum of Understanding establishes a coordinated collaboration effort to maintain a vital communication link between San Louis Obispo and the County of Monterey.
