RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve Professional Services Agreement with MNS Engineers, Inc. to provide construction management services for the Bradley Road Bridge Scour Repair, County Bridge No. 448, Project No. 3852, under Request for Proposals #10808 in a total amount not to exceed $572,658, for an initial term of four (4) years effective June 10, 2022 to June 9, 2026, with the option to extend the Agreement for two (2) additional one (1) year period(s); and

b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Professional Services Agreement and future amendments to the Agreement where the amendments do not significantly alter the scope of work or increase the approved Agreement amount.

 

SUMMARY/DISCUSSION:

The Bradley Road Bridge (County Bridge No. 448) has a history of scour at the concrete piers in the low-flow channel of the Salinas River.  The Bradley Road Bridge Scour Repair Project (Project) will address undermining of the bridge footings of Piers 16 through 19 and install scour protection at the substructure of the bridge to reduce the potential of future scouring at the bridge foundations. 

 

On September 30, 2021, PWFP solicited proposals from qualified consultants through Request for Proposals (RFP) #10808 for construction management services for the Bradley Road Bridge Scour Repair Project, in accordance with the specifications set forth in the RFP.  On November 19, 2021, only one (1) proposal was received.  Following review and evaluation of the proposal, MNS Engineers, Inc. (MNS) was determined to be qualified and a Professional Services Agreement (PSA) was tentatively awarded for their expertise and capabilities necessary to provide the services for the Project through a competitive selection process in accordance with County policies and State and Federal laws under RFP #10808.

 

PWFP staff recommends that the Board of Supervisors approve the PSA with MNS (Attachment A) to allow construction management services for the Project in a total amount not to exceed $572,658 for an initial term of four (4) years effective June 10, 2022 to June 9, 2026, with the option to extend the PSA for two (2) additional one (1) year period(s).

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved the PSA as to form, and fiscal provisions, respectively.

 

FINANCING:

The total estimated cost of the Project, including design engineering, environmental, right-of-way, utilities and construction is $7,508,722.  The County has secured Federal Highway Administration (FHWA) funding for the Project as outlined in Attachment B.  The Project is largely funded by FHWA funds in the amount of $6,475,481.  The Federal funds require a 11.47% local match that will be provided by State Toll Credits fund ($838,967) and local Measure X funds ($194,274).  See Attachment B for further details on the Project budget.

 

However, given programming funding constraints, a portion of the federal funds (estimated $1.07 million) for the construction phase will not be available until the next federal fiscal year (FY) (October 2022) and thus funds will be utilized from the Road Fund for Project construction expenses until October 2022.  The construction costs will be reimbursed, and funds will be returned to the Road Fund once the federal funds are received.  The estimated amount utilized from the Road Fund in the interim is approximately $1.07 million.  There are sufficient appropriations in the adopted FY 2021-22 Road Fund 002, Appropriation Unit PFP004 budget to finance the construction phase of the project.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action supports the Board of Supervisors’ Strategic Initiatives for Infrastructure and Public Safety.  The Project will improve bridge safety by reducing the impacts of tidal scour and undermining on Bridge No. 448 in the unincorporated area of Bradley, California.
