Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign Amendment #1 to the agreement with ACTION Council of Monterey County, adding $836,025 for a revised contract total of $1,672,050, to provide administration, leadership, and coordination for Differential Response, also known as Pathways to Safety and extending the term to June 30, 2023; and

b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($167,205) of the contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This amendment continues the Monterey County Differential Response program, currently known as Pathways to Safety(P2S), for an additional year. Nationally, Differential Response is a strategic way of responding to the reports of abuse and neglect received by Monterey County Family and Children’s Services (FCS).  The goal is to improve family and child well-being supporting a community’s ability to keep children safe.  This is accomplished by responding early and in a more meaningful way to reports of abuse and neglect before family difficulties escalate to the point of harm. Monterey County is working to build on primary and secondary prevention efforts utilizing recent funding opportunities, like Family First Prevention Services ACT (FFPSA), for updated evidence-based intervention and model development to access these funds. This transition will take time and ACTION has agreed to continue Pathways to Safety for one more year while transition work continues for best practice prevention.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

 

FINANCING:

This amendment is funded with Social Services Realignment and Wrap-flex funds.  Sufficient appropriations for Social Services 001-5010-SOCOO5 are included in the FY 2022-23 Recommended Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve the quality of life for children at risk of abuse and neglect by expanding the Department’s ability to work in collaboration with the community to provide early and meaningful interventions for families.
