SUMMARY/DISCUSSION:

This amendment allows for the continued operation of the regional emergency shelter and housing navigation center for families and individuals experiencing homelessness.

The Salinas Housing Advancement, Resource & Education (SHARE) Center, located at Laurel Drive, Salinas opened in May 28 of 2021. The Center serves approximately 100 City and County residents experiencing homelessness and provides services in a housing navigation center model, including emergency shelter and wraparound services with a Housing First approach. As of May 25, 2022, there is 179 men, 166 women, and 200 families that reside on a waitlist for the Center. Data detailing service activities, occupancy, and outcomes is captured daily through the Homeless Management Information System (HMIS). The goal for SHARE Center residents is for them to exit into permanent housing.

OTHER AGENCY INVOLVEMENT:

The County continues to work collaboratively with the City of Salinas per the existing Memorandum of Understanding and their separate operational agreement with Bay Area Community Services. Public Works, Facilities, and Parks worked collaboratively with Social Services on the occupancy terms of the Agreement. The Auditor Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

FINANCING:

This amendment is funded through Homeless Housing, Assistance and Prevention program Round 3 ($1,230,115) allocations and PLHA funding (FY 22 - $324,190, FY 23 $250,000). Sufficient appropriations and estimated revenues in Social Services Community Programs, Fund 001, SOC004 are included in the FY 2021-22 Adopted Budget and the FY 2022-23 Recommended Budget.

This venture is a partnership with the City of Salinas where both parties will use multiple funding streams to support the operational agreement. Both the City and County will have separate agreements with BACS and will share in the costs using various local and regional funding streams.

The total cost for the City and County partnership SHARE Center operations for July 2022 through June 30, 2023 is estimated at $3.3 million. Funding sources from the City of Salinas include State and Federal Emergency Solutions Grant funds, City of Salinas Measure G city tax funds and City General Funds.
