a. Approve and authorize the Director or Assistant Director of the Department of Social Services to execute an agreement with University Corporation at Monterey Bay for $250,000 to operate a county-wide homeless outreach and engagement services system for the period of July 1, 2022 through June 30, 2023 with nonstandard termination and indemnification terms; and
b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($25,000) of the contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or Assistant Director of the Department of Social Services to execute an agreement with University Corporation at Monterey Bay for $250,000 to operate a
county-wide homeless outreach and engagement services system for the period of July 1, 2022 through June 30, 2023 with nonstandard termination and indemnification terms; and

SUMMARY/DISCUSSION:
This agreement, awarded through a competitive Request for Proposals process (RFP #10844), provides for the operation of a Homeless Outreach and Engagement Services System providing urgent response to engage and support individuals experiencing homelessness 7 days a week, from 7 am to 7 pm throughout the County of Monterey. There is demonstrated need for skilled outreach workers who have the capacity and expertise to connect and engage with residents experiencing homelessness in field-based service integration activities such as rapport building, resource connections, and case management.
