RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 1 to the Professional Services Agreement between the County of Monterey and the United Way of Monterey County for the provision of Prevention and Early Intervention Outreach and Engagement services retroactive to July 1, 2022, which adds funding in the amount of $100,00 for FY 2022-23 and $100,000 for FY 2023-24, for a new total Agreement amount not to exceed $281,900 for a term of July 1, 2021 through June 30, 2024.

 

SUMMARY/DISCUSSION:

As part of the Monterey County Health Department, Behavioral Health Bureau’s Access and Mental Health Services Act (MHSA) outreach, engagement and mental health programs the County currently has a Professional Services Agreement with The United Way of Monterey County to meet goals and objectives outlined in the County’s MHSA Plan. Since MHSA revenues are higher than budgeted and this agency has the capacity to increase services delivered to the community, this amendment is retroactive to July 1, 2022, and adds $200,000 for FYs 2022-24.

 

The United Way of Monterey County provides 24-7 assistance for residents seeking health and human services and is a response to the input from community stakeholders expressing the need for increased access to essential services, including mental health services for unserved or underserved community residents. 2-1-1 is a telephone number that provides callers at any hour of the day with information and referrals to human services in multiple languages to all age and cultural groups.

 

This Amendment to the Professional Services Agreement expands services and adds $200,000 for a total Agreement amount not to exceed $281,900. The service added is the Smart Referral Network, known as SRN, which is an online referral platform known for linking 2-1-1 callers with a closed-loop referral from a participating SRN partner. The SRN online platform has a chatbot that can perform an intake of personal information, search for services the client is eligible for, sign a release of information to send the referral to the Service Provider who is in one of the following categories: Mental Health, Substance Use Disorder, and Social Determinants of Health, and enroll clients in services, documenting when the service has been delivered.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goal:

3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health

services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

This Amendment No. 1 is funded by Mental Health Services Act Prevention and Early Intervention (PEI) funds. The funds for the FY 2022-23 portion of the Amendment ($127,300) are included in the Health Department's Behavioral Health (HEA012, Unit 8410) FY 2022-23 Adopted Budget. Appropriations and revenues will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2023-24 Requested Budget.
