Authorize the Director of Public Works, Facilities and Parks to execute a Certificate of Completion and record a Notice of Completion with the County Recorder when the Director determines that the contract is complete in all respects in accordance with the Plans and Special Provisions for the construction of Cooper Road Reconstruction, Project No. 1152 and Murphy Road Reconstruction, Project No. 1169.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Award a contract to Granite Construction Company, the lowest responsible bidder for the Cooper Road Reconstruction, Project No. 1152, in the total amount of $4,074,032;

b. Award a contract to Granite Rock Company, the lowest responsible bidder for the Murphy Road Reconstruction, Project No. 1169, in the total amount of $973,452.40;

c. Approve the Performance and Payment Bonds executed and provided by Granite Construction Company and Granite Rock Company;

d. Authorize a contingency, not to exceed ten percent (10%) of the contract amount or $407,403, to provide funding for approved contract change orders for Cooper Road Reconstruction, Project No. 1152;

SUMMARY/DISCUSSION:

The Cooper Road Reconstruction and Murphy Road Reconstruction projects, in general, consist of reconstructing the existing asphalt roadway by grinding the existing pavement and reutilizing it as road base, overlaying hot mix asphalt (HMA) concrete, clearing and grubbing, installing pavement traffic stripes and performing traffic control.  The Cooper Road project will reconstruct Cooper Road from Blanco Road to State Route 183, approximately 2.9 miles.  The Murphy Road project will reconstruct Murphy Road from San Juan Road to the Santa Cruz County Line, approximately six tenths (0.6) of a mile. Both projects were identified as priority projects in the Capital Improvement Plan.

 

On May 24, 2022, the Board of Supervisors adopted the Plans and Special Provisions for the Cooper Road Reconstruction and Murphy Road Reconstruction projects.  The projects were subsequently advertised, and bids were received and opened on June 24, 2022.  Three (3) bids were received for each project.  The lowest responsible, responsive bidder for Cooper Road Reconstruction, Project No. 1152 was Granite Construction Company in the amount of $4,074,032, which is 7.6% over the Engineer’s Estimate of $3.8 million.  The second lowest bidder was Granite Rock Company in the amount of $4,150,617.  The lowest responsible, responsive bidder for Murphy Road Reconstruction, Project No. 1169 was Granite Rock Company in the amount of $973,452.40, which is 7.1% under the Engineer’s Estimate of $1.05 million.  The second lowest bidder was Granite Construction Company in the amount of $1,004,608.  Construction for both projects is anticipated to begin in August 2022.

 

In accordance with the California Environmental Quality Act (CEQA), Public Works, Facilities, and Parks Department (PWFP) filed a Notice of Exemption on September 21, 2021.  The projects have been determined to be categorically exempt (Class 1) because the projects are to perform repair and maintenance of existing streets and similar facilities which involve no expansion of an existing use (See CEQA Guidelines, California Code of Regulations (CCR) Section 15301 Existing Facilities).

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Contracts/Purchasing attended the bid openings and reviewed the bids for conformance with applicable regulations.  The Office of the County Counsel-Risk Management, and Auditor-Controller’s Office have reviewed and approved the contracts and bonds as to form, insurance and indemnification, and fiscal provisions, respectively.

 

 

 

FINANCING:

The total estimated project cost for the Cooper Road Reconstruction project, including engineering, construction management, and construction is $5.8 million.  The total estimated project cost for the Murphy Road Reconstruction project, including engineering, construction management, and construction is $1.6 million.

 

The FY 2022-23 budget includes appropriations in the Road Fund 002, Unit 8558, to finance the construction phase for Cooper Road Reconstruction and Murphy Road Reconstruction projects.  The financing sources for both projects are from Measure X, SB 1 and Transient Occupancy Tax (TOT).
