RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health, to execute a Standard Agreement with Clinicians Telemed Medical Group, Inc., for the term September 1, 2022 through September 1, 2023 in the total Agreement amount not to exceed $98,000; and

b.                     Approve the recommendation of Director of Health to accept all non-standard provisions in Agreement, including indemnification; and

c.                     Approve and authorize the Director of Health or Assistant Director of Health or their designees to sign up to three (3) future amendments to the Agreements where the amendments do not significantly change the scope of work and do not cause an increase of more than ten percent (10%) ($9,800) of the original cost of the agreement.

 

SUMMARY/DISCUSSION:

The Health Department Clinic Services Bureau (Clinic Services) operates ten community clinic sites designated as Federally Qualified Health Centers (FQHCs) which provide preventive, primary, and specialty medical care services.

 

Monterey County Health Department’s Clinic Services Bureau (Clinic Services) wishes to enter into an agreement with Clinicians Telemed Medical Group, Inc. (CT). Under this agreement, CT will provide specialty medical services via telemedicine to Clinic Services’ patients, particularly in the area of behavioral health, where it has been challenging to recruit and retain sufficient staff.  CT is locally based in California and has expertise providing telemedicine services to federally qualified health centers, rural health clinics, and other similar health care organizations. CT physicians, physician assistants, nurse practitioners, and licensed clinical social workers will provide medical specialty services through interactive audio, video and/or data communications (telemedicine).   Approval of this agreement will assure the provision of specialty medical services for Clinic Services’ patients.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals: 3. Ensure access to culturally and linguistically appropriate customer-friendly quality health services.  It also supports the following of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable; and 8. Assure competent public and personal health care workforce. 

 

OTHER AGENCY INVOLVMENT:

The Office of County Counsel and the Auditor-Controller have reviewed as to legal form and fiscal provision, respectively.

 

FINANCING:

Sufficient funds are available in the FY 2022-23 Adopted Budget for Clinic Services Bureau, Health Department (4000-HEA007). This Agreement is funded by revenues generated from Medi-Cal and Medicare.  There is no financial impact to the General Fund resulting from approval of this Agreement.
