RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

a Authorize the Chief Executive Officer for Natividad Medical Center (NMC) or his designee to execute an agreement with Experian Health, Inc. for Meditrack Enterprise for access to Medicare DDE Screens services at NMC for an amount not to exceed $450,000 with an agreement term retroactive to July 1, 2021 through June 30, 2024.

 b. Authorize the Chief Executive Officer for NMC or his designee to execute up to three (3) future amendments to the agreement which do not significantly alter the scope of work and do not cause an increase of more than ten percent (10%) ($45,000) of the original cost of the agreement.

 

SUMMARY/DISCUSSION:

 

Experian health provides NMC with web based licensed software which is used to submit claims to insurance companies and identify self-pay patients who might have qualified for Medi-Cal reimbursement to the hospital.  As part of the billing process, NMC must submit claims within a certain number of days after the patient services have been rendered.  This system provides a daily crosscheck of patients to the Medi-Cal system as well as other various insurances.  This system with its platform upgrade also provides electronic remittance advices from the insurances, direct access to Medicare claims for checking status of claims, and claim acceptance files from insurances.

 

OTHER AGENCY INVOLVEMENT:

 

The Office of County Counsel has reviewed and approved this agreement as to form, and the Auditor-Controller has reviewed and approved as to payment provisions. The agreement has also been reviewed and approved by NMC’s Finance Committee and by its Board of Trustees on August 12, 2022.

 

FINANCING:

 

The cost for this agreement is $450,000 of which $150,000 is included in the Fiscal Year 2022-23 Adopted Budget. Amounts for remaining years of the agreement will be included in those budgets as appropriate.
