Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve Renewal and Amendment No.1 to the Non-Standard Agreement A-14198 between the County of Monterey and Invers Mobility Solutions, Inc. to increase the not to exceed amount to provide related technology services by $18,900, for a total amount not to exceed $117,400 and extend the term retroactively from July 1, 2022 to June 30, 2023; and

b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Renewal and Amendment No.1 to the Non-Standard Agreement A-14198 and up to one (1) additional year, subject to County Counsel approval, provided the terms of the Agreement remain substantially the same and provided the additional cost per year does not exceed ten percent (10%) of the cost of the prior year.

 

SUMMARY/DISCUSSION:

Agreement A-14198 (Agreement) between the County of Monterey and Invers Mobility Solutions, Inc. (Invers) provides fully automated motor pool, car-sharing, and vehicle rental solutions for County Fleet operations. The Agreement was secured through the National Joint Powers Alliance (NJPA) cooperative. Renewal and Amendment No.1 (Amendment No. 1) will continue services and updates service fees for the extended term through June 30, 2023, with a total not-to-exceed amount of $117,400.

 

On July 1, 2022, Public Works, Facilities and Parks assumed responsibility for Fleet operations. During transition, staff identified the Agreement as having expired on June 30, 2022. This Amendment No. 1 will retroactively extend the term and provide continuity of services to Fleet.

 

 

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the Auditor-Controller have reviewed and approved Amendment No. 1 as to form and fiscal provisions, respectively.

 

FINANCING:

Invers services were included in the Fiscal Year (FY) 2022-23 adopted budget and there are sufficient appropriations - in General Fund 001, Fleet Administration Appropriation Unit PFP065 to finance Amendment No. 1.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Board’s approval of the recommended Amendment No. 1 will allow the County to continue with its existing Fleet Management and Related Technology services to meet the County’s operational needs. The recommended actions support the Board of Supervisors Strategic Initiatives for Administration, Infrastructure and Public Safety, and enable Fleet to complete necessary services to facilitate delivery of core County services.
