Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Non-Standard Agreement between the County of Monterey and Mettler-Toledo, LLC. in the amount of $34,116 to provide a laboratory instrument, software, and installation for water sample water quality testing used to make reagents for molecular testing, including COVID PCR quality controls, for the term October 10, 2022, to June 30, 2025; and

b. Approve non-standard risk provisions in Agreement as recommended by the Director of Health; and

c.  Approve and authorize the Director of Health or the Assistant Director of Health to sign up to three (3) future amendments to this Agreement where the amendments do not significantly change the scope of work and do not cause an increase of more than ten percent (10%) ($3,411) of the original contract amount.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department’s Public Health Laboratory (PHL) is seeking approval for an agreement with Mettler-Toledo, LLC to purchase a Mettler-Toledo Excellence T5 titrator. The PHL’s current titrator is 12 years old and experiencing mechanical issues.  Replacement parts are no longer available due to the equipment’s age. The new titrator will be used to process water quality specimens from the community. The titrator is also used to provide laboratory grade water used to make reagents in-house for microbiological and molecular testing, including COVID PCR quality controls. 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals: 2. Enhance public health and safety through prevention; and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports the following Ten Essential Public Health Services: 1. Assess and monitor population health status, factors that influence health, and community needs and assets; and 2. Investigate, diagnose, and address health problems and hazards affecting the population.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has not approved this agreement due to non-standard risk provisions. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions. Risk Management has not approved this agreement due to non-standard limitation of liability.

 

FINANCING:

This Agreement for $34,116 is funded 100% by Epidemiology and Laboratory Capacity (ELC) grant monies.  Appropriations for FY 2022-23 are included in the Health Department's (HEA003-8124) FY 2022-23 Adopted Budget, and provision for it will be made in the Department’s Requested Budget for the years out.
