Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.   Approve and authorize the Contracts/Purchasing Officer or Contracts Purchasing Supervisor to execute Amendment No. 2 to Standard Agreement MYA*5962 between the County of Monterey and Tope’s Tree Service, to increase the not to exceed amount by $300,000 for a total not to exceed amount of $400,000, to continue to provide routine and emergency tree pruning and removal maintenance services, with no change to the term of the Agreement; and

b.   Approve and authorize the Contracts/Purchasing Officer or Contracts Purchasing Supervisor to execute up to two (2) additional amendments to extend the Agreement for up to a total maximum term of five (5) years, with no change to the not to exceed amount, subject to County Counsel approval and provided the terms of the Agreement remain substantially the same.

 

SUMMARY/DISCUSSION:

Routine tree pruning, removal, and heavy brush maintenance work is critical to maintaining County facilities and grounds. This work is a vital element of fire fuel abatement, and risk reduction caused by falling limbs or trees. Significant tree maintenance has been increasing in recent years as drought conditions affect tree health across the County.

 

Public Works, Facilities and Parks (PWFP) staff utilize Countywide Service Agreements (CSA) for routine tree pruning and removal work under $10,000 per work order. Work exceeding $10,000 is procured under this independent contract managed by PWFP. This contract increase will allow staff to coordinate larger tree management and/or removal projects to ensure tree health and life safety.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and Auditor-Controller’s Office have reviewed and approved this Amendment as to form and fiscal provisions, respectively.

 

FINANCING:

There is no minimum guaranteed work under this agreement. Funding for individual projects will be contained within the approved budget allocations of the individual units or departments requesting the use of this agreement. For PWFP, funding is either within the approved budget allocations for a specific operating unit or contained within the Board of Supervisors approved project budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended actions support the Board of Supervisors Strategic Initiatives for Infrastructure and Public Safety.  Regular facility maintenance is necessary to maintain safe, properly operating facilities and facilitate delivery of core County services.
