RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. The Monterey County Sheriff’s Office requests to Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign Agreement with Centralsquare Technologies dba Superion, LLC for alarm permit licenses and support services retroactive from January 1, 2022, to June 30, 2027, in the amount of $60,251; and
b. Authorize and Direct the Auditor-Controller to issue a one-time payment for invoice totaling $6,950 for services rendered during the period of time from January 1, 2022 thru October 31, 2022.
SUMMARY/DISCUSSION:
The Monterey County Sheriff ’s Office (MCSO) request approval of this agreement.
The vendor provides support for False Alarm Calls for Service (911 calls) going through Emergency Communications. The vendor application (Crywolf) performs a SQL query daily that pulls out False Alarms calls for service from the Emergency Communications Database and places those records on a file server located on the county network for consuming into the Crywolf application. Once the file is processed, the Crywolf application is able to generate invoices with detailed information from the call for service such as (date, time, jurisdiction and responding units). Currently this system is on a legacy server which needs to be decommissioned per ITD. The operating system and version of SQL is no longer supported. ITD will be creating a virtual server and assisting in migrating the Crywolf application to the new virtual server which will be secured.
This request is retroactive because MCSO was trying to determine if vendor support was still needed for the false alarms. MCSO contemplated having ITD take over the task, however, after much deliberation, it was determined that Centralsquare was still needed. During that time Centralsquare continued providing service, hence the agreement being retroactive.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed as to legal form, and the Auditor/Controller has reviewed for fiscal provisions. Information Technology supports this agreement.
FINANCING:
The cost of this agreement has been included in the FY 2022-23 Adopted Budget and will not need an additional County General Fund Contribution.
