RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 3 to Agreement A-14744 between the County of Monterey and Housing Resource Center of Monterey County (HRC) retroactive to August 1, 2022, which reduces funding for permanent housing services and decreases the contract amount of $1,423,299 by $76,644 for a new total Agreement amount of $1,346,654 for the full-term of June 09, 2020 through February 15, 2023.

SUMMARY/DISCUSSION:
The Board of State and Community Corrections awarded a three-year $6,000,000 grant to the Monterey County Health Department, Behavioral Health Bureau to provide housing services to Proposition 47 eligible clients. The HRC is not projecting to utilize the total Agreement amount, and the decreased funding will provide funding for alternative Proposition 47 services. This Amendment No. 3 is retroactive due to the delay in approval of the County's budget change proposal submitted to our grantor the Bureau of State and Community Corrections.

This work supports the Monterey County Health Department 2018-22 Strategic Plan Goals: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
