RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement, retroactive to April 26, 2022 through June 30, 2022, between County of Monterey and Change Academy at Lake of the Ozarks, LLC, dba CALO Programs for the provision of residential and mental health services to Monterey County youth, in the amount of $37,700 for Fiscal Year (FY) 2021-22, for a total Agreement amount not to exceed $37,700.

 

SUMMARY/DISCUSSION:

Change Academy at Lake of the Ozarks, LLC dba CALO Programs is a fully accredited school program (grades 3-12), within a specialized residential treatment program accredited by Cognia (formerly AdvancEd). The CALO Residential Treatment program provides the highest quality of care and safety standards in specialized care for pre-teens and adolescents who are impacted by attachment needs, developmental trauma and emotional dysregulation. In addition to the Academic department, CALO has a Clinical department, an Animal Assisted Therapy department, an Adventure Therapy department, and a Residential department. This Agreement is retroactive to April 26, 2022, the date when the child was placed at CALO on an emergency basis. Emergency placements are conducted when current contracted providers are not able to provide the specialized residential and mental health needs of the child. CALO was also working with their insurance broker to provide the appropriate insurance documentation as required by the County of Monterey.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goal: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

 

FINANCING:

The funds for this agreement ($37,700) were included in the Health Department’s FY 2021-22 Adopted Budget. Due to delay in vendor securing required County insurance, payments will be made in FY 2022-23 and there are sufficient appropriations and revenues included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) Adopted Budget.
