a. Approve and authorize the Chief Information Officer to sign a non-standard radio site lease agreement with the United States Department of the Navy, for the County’s use of rack and antenna space in the Navy shelter, known as the La Mesa site, at no cost, commencing November 1, 2022, and ending October 31, 2023; and
b. Accept non-standard provisions as recommended by the Chief Information Officer; and
c. Authorize the Chief Information Officer or designee to execute up to five (5) one-year renewals to the lease, subject to County Counsel review, provided the renewals do not significantly change the scope of work and do not alter the non-standard terms of the radio site lease agreement.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Chief Information Officer to sign a non-standard radio site lease agreement with the United States Department of the Navy, for the County’s use of rack and antenna space in the Navy shelter, known as the La Mesa site, at no cost, commencing November 1, 2022, and ending October 31, 2023; and
b. Accept non-standard provisions as recommended by the Chief Information Officer; and
c. Authorize the Chief Information Officer or designee to execute up to five (5) one-year renewals to the lease, subject to County Counsel review, provided the renewals do not significantly change the scope of work and do not alter the non-standard terms of the radio site lease agreement.
SUMMARY:
The County has leased rack space from the U.S. Department of the Navy since September 1, 2014. The space is used for the installation and operation of radio equipment and other public safety and emergency devices. The County must execute a lease in increments of one-year, in doing so the Navy does not charge a rental fee for this space. This site provides critical communications support to public safety officers and first responder agencies located on the Monterey Peninsula.
DISCUSSION:
The La Mesa Site is an existing site located in the Navy military housing area within the City of Monterey. This site hosts digital two-way radio and wireless microwave backhaul infrastructure to provide enhanced and reliable public safety communications for Monterey Peninsula first responders including the cities of Pacific Grove, Monterey, Del Rey Oaks, Monterey Airport, Seaside, Sand City, Marina, and California State University Monterey Bay.
This non-standard radio site lease agreement with the U.S. Department of the Navy, provides public safety and microwave communications for the peninsula. The Chief Information Officer recommends entering into this Agreement to provide analog two-way radio coverage for all effected first responders, law, fire, and ambulance services.
ITD further recommends that the Board authorize the Chief Information Officer to execute five (5) one-year renewals of this lease, through October 31, 2028, on the same or substantially similar terms to the current lease, subject to prior review by County Counsel.
O-THER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this agreement.
FINANCING:
Approval of this lease will have no impact on the general fund as there is no associated cost, so long as the County renews the lease in increments of one-year each.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This radio site will provide critical radio communications for Monterey County and enhance public safety for all first responders and the communities.
