Receive a report on Natividad Medical Center’s key capital projects as of January 1, 2022 through June 30, 2022.

RECOMMENDATION:

It is recommended that the Capital Improvement Committee receive a report on Natividad Medical Center’s key capital projects from January 1, 2022, through June 30, 2022.

 

SUMMARY/DISCUSSION:

Natividad Medical Center (NMC) is responsible for managing, operating, and maintaining facilities and roads within the NMC campus. In addition, the Facilities and Construction Department staff administers capital projects focused on strategically upgrading the hospital by reconfiguring and remodeling the campus to better accommodate healthcare services.

 

Nurse Call:

The original Fisher Berkley nurse call system put into service in 1998 is a traditional system with a centralized annunciator panel with audible alarms and visual displays at the nurse stations. Additionally, the call system has a light that illuminates to alert staff of a fire or medical emergency. All systems are original and have no interface with computers or other communication devices such as pagers and phones. The current Fisher Berkley Nurse Call system is at the end of life; discontinued replacement parts.

 

NMC was issued a building permit from the Office of Statewide Health Planning and Development (OSHPD) on April 30, 2021. NMC initiated and assigned the project to a JOC contractor and received a price proposal. On June 16, 2021, Ausonio Inc. started work on the infrastructure and installing the nurse call system. On August 6, 2021, NMC went live in the first set of patient rooms. Currently, the project has finished the nurse call system in our Acute Rehab Unit, Medical Surgical Unit building 100, Intensive Care Unit, Surgery Department, and we are actively installing Nurse Call in the Mother Infant Unit and Medical Surgical Unit in building 500. The remaining balance for the Nurse Call project is $192,520 as of June 2022. The estimated completion date is June 2023.

 

Pharmacy Remodel:

The Pharmacy Department develops intravenous (IV) medications that are introduced directly into the bloodstream, bypassing the anti-infective defenses of the stomach and skin. Contaminated compounding IV medications can result in patient harm due to infections. To prevent contamination, trained staff must develop medications using proper procedures in facilities designed in order to avoid contamination. The current IV compounding facility in the Pharmacy Department does not meet new regulations set by the California State Board of Pharmacy for IV compounding. This project has updated the facility to meet new laws and regulations by providing a new compounding room with a new non-hazardous anteroom and a hazardous medication storage room. The Board of Supervisors approved the Pharmacy project in the total amount of $1,905,411. OSHPD approved this project on June 11, 2019, and NMC initiated the project as a JOC project to Staples Construction. NMC started construction on September 21, 2020. Construction has completed this initial scope of building and is pending acceptance from the Board of Pharmacy and the California Department of Public Health (CDPH).

 

There has been a need to expand the capacity of the Pharmacy Department. During the pandemic, the Pharmacy has added two new freezers, supplies for COVID-19 medications and vaccines, so workflow needs to be modified to accommodate the additional supplies. Documents have been submitted to OSHPD to temporarily utilize the corridor to proceed with the remaining phase of the Pharmacy remodel. The remaining balance for the Pharmacy Remodel project is $602,659 as of June 2022. The estimated completion date has been revised to June 2023.

 

Parking Lots and Roadwork:

Throughout the campus of NMC, the roadways need improvement, from resurfacing and restriping the parking lots to providing additional parking spaces and resurfacing the main roadway. The Parking Lots and Roadwork project was approved by the Board of Supervisors on March 1, 2016. Campus Drive is the main road that circles the Natividad Medical Center Campus and has developed fatigue cracking. This type of damage to the roadway will require removing and replacing the asphalt to prevent additional damage to the roadway. Natividad is putting together specifications to send to a JOC contractor to mitigate the damage. The remaining balance for the Parking Lots and Roadwork project is $184,428 as of June 2022.

 

Building 800 Demolition:

Building 800 was used as a central plant and laundry facility for the old Monterey County Hospital, which has since been decommissioned. The building has not been used for decades, and it is unsuitable for any use due to its age and condition. The project includes reusing the land by building a new single-story pre-engineered metal building of approximately 15,400 square feet (SF) for multi-purpose use. The project was approved by the Board of Supervisors on June 22, 2021 in the amount of $6,800,000. The project is currently on hold while developing the facility master plan. Currently, there have not been any capital expenditures.

 

OTHER AGENCY INVOLVEMENT:

This report will be scheduled to be presented to the Capital Improvement Committee and Budget Committee.

 

FINANCING:

Capital projects are funded from NMC’s approved capital funding. Where capital projects exceed $100,000, funds are transferred from NMC Enterprise Fund 451 to NMC Capital Strategic Fund 404 to ensure funding is available for approved projects. Funds are transferred from the Capital Strategic Fund to the NMC Enterprise Fund as expenditures are paid to vendors.
