RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Renewal and Amendment No. 1 to the Agreement between the County of Monterey and Andy Nguyen for the provision of Vietnamese translation services for behavioral health clients, retroactive to July 1, 2022, update the Business Associate Agreement, to extend the term for two (2) additional fiscal years, and add $8,000 of additional services, for a revised total Agreement amount not to exceed $20,000 for a new term of July 1, 2019, through June 30, 2024;

b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($2,000) of the amended amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

As part of the Monterey County Health Department, Behavioral Health Bureau’s Access and Mental Health Services Act (MHSA) outreach, engagement, and mental health programs, the County has an Agreement with Andy Nguyen to meet goals and objectives outlined in the County’s MHSA Plan to provide culturally responsive mental health services in the Monterey County residents’ primary language. Since there is a need for Vietnamese translation services in the community, approval for renewing and amending this Agreement to increase the amount and extend the term as appropriate is being sought.

 

Andy Nguyen provides Vietnamese translation services for behavioral health clients in all the County Behavioral Health clinics. Monterey County Behavioral Health Bureau (MCBH) staff request his skills to facilitate appointments for residents who qualify for Specialty Mental Health Services provided by MCHB. The Agreement with Andy Nguyen is for a current contracted dollar amount of $12,000 which expired on June 30, 2022.  Amendment No. 1 adds funding for continued translation services in the amount of $8,000 and extends the Agreement by two additional fiscal years through June 30, 2024 for a revised total Agreement amount of $20,000.

 

This Agreement is delayed in being brought before your Board due to lengthy contract negotiations.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan

Goal: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller have reviewed and approved this Renewal and Amendment as to legal form and fiscal provisions, respectively. Risk Management has not approved this Renewal and Amendment due to non-standard insurance provisions.

 

FINANCING:

This Agreement is funded by MHSA CSS (100%). The funds for FY 2022-23 ($4,000) were included in the Health Department’s Behavioral Health (HEA012 Unit 8410) FY 2022-23 Adopted Budget. The funds for FY 2023-23 ($4,000) will be included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2023-24 Requested Budget.
