RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign a funding agreement with the California Department of Aging, Grant Agreement No. NI-2223-32, in the amount of $727,648 for senior nutrition infrastructure services retroactive to October 1, 2022, for the term of October 1, 2022 through December 31, 2024;
b. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign all amendments to the Agreement.
SUMMARY/DISCUSSION:
The Mello-Granlund Older Californians Act funding for the Home and Community Based Services (HCBS) Senior Nutrition Infrastructure Grant Program (NI) provides $38 million statewide of one-time funding over three years, to Area Agencies on Aging (AAAs) to support the capacity and infrastructure improvements for senior nutrition programs.
The HCBS NI funding is intended to support AAAs and their senior nutrition program service providers to purchase, upgrade, or refurbish infrastructure for the production and distribution of congregate or home-delivered meal programs.
The Monterey County AAA plans to utilize its allocation of the HCBS NI funding in the amount of $727,648, to support three separate nutrition programs that provide home-delivered meals and operate congregate meal sites in Monterey County. Each of the items requested will result in an increase in the production of hot meals served to Monterey County’s seniors, additional clients served, energy efficiencies, services to underserved populations, expansion of the types of nutrition services available, and expansion of operations to meet the growing need brought on by an aging population. Some of the items/equipment that Monterey County’s sub-contractors will purchase are: food delivery trucks, an interactive touch screen kiosk, energy efficient lighting, flooring, commercial-grade kitchen equipment such as ovens, refrigerators, freezers, floor-mixers, salad bar, warming equipment, tray-sealer machine tables, blenders, water cooler, toaster, steam tables, food processer, griddles, frying pans, bowels, carts, chairs, mats, etc.
This state funding agreement was received after the start term of the agreement and therefore is retroactive back to the effective date of October 1, 2022.
OTHER AGENCY INVOLVEMENT:
County Counsel has approved the agreement as to form.
FINANCING:
This funding agreement allocates $727,648 to the Department of Social Services, Area Agency on Aging to support capacity and infrastructure improvements for senior nutrition programs. The term of the agreement goes through December 31, 2024. The Department is assessing the appropriation needs in 001-5010-SOC010 and will be going to the Budget Committee in January and the Board of Supervisors in February to increase appropriations for FY 2022-23. Appropriations needed for FY 2023-24 will be included in the upcoming budget cycle.
