RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve the execution by the Director of Health or Assistant Director of Health of a Subcontract Agreement (“Subcontract”), ID: 7469-BHCIP-County of Monterey-01G, with Advocates for Human Potential, Inc. (“AHP”, funded by the Behavioral Health County and Tribal Planning (“BHCTP”) Grant of the Department of Health Care Services (DHCS), Behavioral Health Continuum Infrastructure Program (“BHCIP”), for a total contract amount of $150,000 for the grant period retroactive to January 3, 2022, through December 31, 2022; and

SUMMARY/DISCUSSION:

DHCS Behavioral Health Continuum Infrastructure Program (BHCIP) awarded the Monterey County Health Department, Behavioral Health Bureau a 12-month, $150,000 grant. The grant is entitled “Behavioral Health County and Tribal Planning (“BHCTP”) Grant.” This supplemental funding will be used to create an Action Plan to identify current gaps in Behavioral Health Services for at-risk clients needing inpatient facility-based recovery services. The focus shall be on bringing County residents back from placements statewide, assessing supported step-down housing and treatment options, and considering strategies for filling unmet needs. This grant also supplements costs related to pre-development activities including architectural and engineering reviews as well as feasibility assessments for a facility that has been identified for possible renovation. On April 2022, the Board of Supervisors approved the acceptance of the BHCTP Grant underlying the proposed Agreement, as modified by the proposed Modification #1.

 

This work supports the Monterey County Health Department 2018-2022 strategic plan initiatives: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. 4) Engage the MCHD workforce & improve operational functions to meet current & developing population health needs. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and the Auditor-Controller have reviewed this Agreement as to legal form, insurance requirements, and fiscal provisions respectively.

 

FINANCING:

The Behavioral Health County and Tribal Planning Grant provide funding in the amount of $150,000 for Fiscal Years (FY) 2021-22 and 2022-23. The Bureau has enough appropriations in its FY 2022-23 adopted budget to perform the tasks associated with this grant.
