a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign Amendment #3 to Agreement A-15319 with Central Coast Center for Independent Living to provide program housing search, placement support, and rental subsidies for the Housing and Disability Advocacy Program, to extend the term through June 30, 2024, and add $1,036,507 for a revised total contract amount of $2,488,729; and
b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to the Agreement where the total amendments do not exceed 10% ($248,872) of the revised contract total and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign Amendment #3 to Agreement A-15319 with Central Coast Center for Independent Living to provide program housing search, placement support, and rental subsidies for the Housing and Disability Advocacy Program, to extend the term through June 30, 2024, and add $1,036,507 for a revised total contract amount of $2,488,729; and
b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to the Agreement where the total amendments do not exceed 10% ($248,872) of the revised contract total and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This amendment adds funds to Central Coast Center for Independent Living (CCCIL) for Housing and Disability Advocacy Program (HDAP) services. The California Department of Social Services allocated this funding to Monterey County, and it must be spent by June 30, 2024. The program provides housing search, housing placement support, and rental subsidies for participants. The target population is adults, youth, and families who are experiencing homelessness or are at risk of homelessness, may be disabled, are not receiving Social Security benefits or Cash Assistance Program for Immigrants (CAPI) benefits and wish to file or have already filed for them.
OTHER AGENCY INVOLVEMENT:
The Auditor/Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the agreement as to form.
FINANCING:
Amendment #3 is funded by California Department of Social Services, Housing and Disability Advocacy Program. This amendment is adding $1,036,507 and extending the term through June 30, 2024. There is no match requirement on the additional funding being added. There are sufficient appropriations and estimated revenues (521,371.68) in the 001-5010-SOC005 FY 2022-23 Adopted Budget. The balance of $515,135.32 will be incorporated in the upcoming FY 2023-24 budget process.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working toward the goals of improving health and quality of life outcomes by providing housing search, placement support, and rental subsidies for HDAP participants.
