a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Salinas Valley for $160,195 to provide home-delivered meals to seniors in the Salinas, North County and South Monterey County regions for the period of February 1, 2023 through June 30, 2024; and
b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($16,019) of the original contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Salinas Valley for $160,195 to provide home-delivered meals to seniors in the Salinas, North County and South Monterey County regions for the period of February 1, 2023 through June 30, 2024; and
b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($16,019) of the original contract amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This agreement provides funding to existing home-delivered meal services to older adults that are home-bound on a temporary or permanent basis. These services improve the health and well-being of seniors who cannot shop or cook for themselves, enabling them to age in place and be as independent as possible. This funding is in response to an increase in federal funding which is being passed through to the Contractor to meet increased demand for services
This vendor has another agreement in the amount of $451,209 with a term ending June 30, 2023. Factoring in the existing agreement, this current agreement requires board approval because it exceeds the $200,000 approval by Contracts Purchasing.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.
FINANCING:
This agreement is funded by American Rescue Plan Act Funding issued by California Department of Aging. Sufficient appropriations and estimated revenues in the Area Agency on Aging 001-5010-SOC10 are included in the FY 2022-23 Adopted Budget, and the remaining appropriations and revenues will be included in the FY 2023-24 Requested Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working toward the goal of improving health and quality of life outcomes by providing nutrition and health promotion services to seniors in Monterey County.
