RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the County of Monterey Assessor-Clerk Recorder to approve the Memorandum of Understanding (MOU) for GIS Data Development for the purpose of sharing tax parcel records with Monterey Peninsula Regional Parks District.

SUMMARY/DISCUSSION:
The County of Monterey Assessor’s office in collaboration with Information Technology GIS division has developed a Memorandum of Understanding (MOU) template for the purpose of defining their relationship relating to the maintenance and sharing of tax parcel records with Partnering Agencies. The purpose of this MOU is to promote collaboration in a digitally enabled data development environment, utilizing ArcGIS Enterprise as the common platform to establish an efficient process for storage, development, quality control and maintenance of Monterey County tax parcel records.
Each Partnering Agency wishing to participate in this collaboration would fill out the MOU Template and submit it to the Assessor’s office for review. The Assessor-Clerk Recorder and County Counsel would sign off on the MOU prior to having ITD setup the credentials to access the GIS Portal.
The Assessor’s office wishes to utilize this MOU to efficiently collaborate with partnering agencies wishing to share and secure Monterey County tax parcel records in their jurisdiction.
It is the recommendation of the Assessor’s office that the MOU Template be approved for future collaboration with Partnering Agencies.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed the Memorandum of Understanding (MOU) template and has granted their approval.
FINANCING:
Approval of the MOU template has no additional impact on the County’s General Fund or current County Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES
The collaboration and sharing of tax parcel records would benefit to both the County of Monterey and the Partnering Agencies in creating more up to date and accurate GIS Parcel Data.
