Title

a. Authorize the Director of Health or Assistant Director of Health to execute an agreement for professional services (“PSA”) with the City of Salinas, for the period retroactive to July 1, 2022, through December 31, 2025, for the provision by the  Monterey County Health Department, Planning, Evaluation and Policy Unit of evaluation services to the City, measuring the effectiveness of the City’s evidence-based prevention and intervention activities on, reducing youth violence, funded by a Cohort 4 California Violence Intervention Prevention Grant No. BSCC 821-22 of the State of California Board of State and Community Corrections, in the amount not to exceed $204,796; and

b. Authorize the Director of Health or Assistant Director of Health to execute a Data Sharing Agreement with the City of Salinas for the period retroactive to July 1, 2022, through December 31, 2025, attached as Exhibit D to the agreement; and

c. Approve the recommendation of the Director of Health to accept all non-standard provisions in the Agreement and Data Sharing Agreement; and

d. Approve and authorize the Director of Health or Assistant Director of Health to execute up to three (3) future amendments to the agreement which do not significantly alter the scope of work and do not cause an increase of more than 10% ($20,479) of the original cost of the agreement.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Director of Health or Assistant Director of Health to execute an agreement for professional services (“PSA”)with the City of Salinas, for the period retroactive to July 1, 2022, through December 31, 2025, for the provision by the  Monterey County Health Department, Planning, Evaluation and Policy Unit of evaluation services to the City, measuring the effectiveness of the City’s evidence-based prevention and intervention activities on, reducing youth violence, funded by a Cohort 4 California Violence Intervention Prevention Grant No. BSCC 821-22 of the State of California Board of State and Community Corrections, in the amount not to exceed $204,796; and

b. Authorize the Director of Health or Assistant Director of Health to execute a Data Sharing Agreement with the City of Salinas for the period retroactive to July 1, 2022, through December 31, 2025, attached as Exhibit D to the agreement; and

c. Approve the recommendation of the Director of Health to accept all non-standard provisions in the Agreement and Data Sharing Agreement; and

SUMMARY/DISCUSSION:

County of Monterey Health Department (MCHD) conducts evaluations as a service for local community stakeholders to support improving population outcomes for important health issues. One issue that is of particular focus in Salinas is that of youth violence. To address this issue, the city of Salinas has a coordinated violence reduction strategy following the Department of Justice's Prevention, Intervention, Enforcement, and Re-Entry (PIER) approach. The strategy is shepherded by the Community Alliance for Safety and Peace (CASP) co-chaired by the Mayor of Salinas and the District 1 County Supervisor. Service gaps for high-risk youth are evident based on community input at strategy forums.

 

As part of its efforts to address these gaps, the City of Salinas submitted a proposal to the Board of State and Community Corrections (BSCC) and was selected as a recipient of a three-year CalVIP grant to implement evidence-based and promising practice programs with three area community-based organizations, to run from July 1, 2022, through December 31, 2025. The grant requires an evaluation by an independent entity. In the grant proposal, the City of Salinas proposed MCHD as the local evaluator.

 

Pursuant to the Agreement, MCHD’s Planning, Evaluation, and Policy unit shall conduct the CalVIP grant evaluation. Services will include developing an evaluation plan and logic model and collection and reporting of data from the grant’s three participating community partner organizations (Partners for Peace, Rancho Cielo Youth Campus, and Natividad Medical Foundation) as quarterly reports submitted in partnership with the City of Salinas through an online data portal to BSCC.

 

The completion of this Agreement was delayed due to extended wait times for clarification on the evaluation timeline and expected processes from BSCC.   

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals; 1. Empower the community to improve health; 2. Enhance community health and safety through prevention: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services; and 4. Engage the MCHD workforce and improve operational functions to meet current and developing population health needs. It also supports the following of the ten essential public health services, specifically: 3. Inform, educate, and empower people about health issues; 4. Mobilize community partnerships and action to identify and solve health problems; and 5. Develop policies and plans that support individual and community efforts.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

There is no impact to the General Fund resulting from the execution of this Agreement.  This Agreement is funded by the Cal VIP grant for services between July 1, 2022, through December 31, 2025.
