RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Director of Health to accept a $43,200 award from The Regents of the University of California Davis Campus School of Veterinary Medicine on behalf of its Koret Shelter Medicine Program in connection with California for All Animals statewide Animal Shelter Assistance Program; and

b. Authorize the Director of Health to sign the services agreement to receive the grant award effective retroactively to December 13, 2022, to December 12, 2023, and provide deliverables consisting of tracking of specific data outlined in the agreement and one final report upon completion of the program.

 

SUMMARY/DISCUSSION:

Monterey County Animal Services submitted a SNIPtember grant proposal for $43,200 the California for All Animals Program through the UC Davis Koret Shelter Medicine Program.  This specific grant program is funded by a one-time California State General Fund dollars to increase the spay/neuter opportunities to animal shelters in California.

 

Background:

The SNIP Bus (Spay Neuter Imperative Project) is a 501(c)(3) low-cost mobile spay and neuter clinic. The bus works to actively prevent the suffering and death of unwanted animals due to overpopulation. The bus is independently funded through generous sponsors.

 

Animal Services has been partnering with SNIP for several years, always looking for ways to increase the s/n opportunities in the community. To date, they’ve helped fix over 2,000 animals in our Salinas and Monterey County communities.

For this grant, Animal Services is further partnering with SNIP to expand the spay/neuter opportunities for animals in the shelter and through referrals through our field officers. We are finding that as the shelter population increases, so does the need to provide more medical care from our internal vet team of one Veterinarian and one Registered Veterinary Technician. This has reduced internal capacity for s/n surgeries and often we are backed up.

 

Through a partnership with SNIP, one day a month, they will provide an s/n clinic for our shelter animals (including foster animals) and field referral cases (which may include feral cats, welfare cases, etc.). With an average of 30 animals per clinic for a 12-month period, they will increase our spay/neuter opportunities by over 360 animals. The services to the owned pets/feral caretakers will be at no charge.  The cost for these 12 clinics is $43,200 ($3,500 per clinic and $1,200 for Misc. supplies).

 

Animal Services was notified on November 28, 2022, that our proposal was selected for total funding of $43,200.  Animal Services staff will work with SNIP staff to schedule and further coordinate the clinics related to this grant.

 

The total funds awarded is $43,200 and will be used by Animal Services as applicable. This grant award program is to be completed by December 12, 2023. Disbursement of the grant funds will be upon execution of the agreement.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel reviewed and approved this action as to legal form.

 

FINANCING:

There is no impact on the General Fund resulting from the acceptance of this award.  This Agreement is funded by California for All Animal Program and UC Davis Koret Shelter Medicine Program grant.  The Department will manage grant expenditures within existing appropriations and will evaluate the need to seek an increase at mid-year.
