RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Registrar of Voters to consolidate and provide specified election services for the April 18, 2023, Paso Robles Joint Unified School District Special Election, and;
b. Authorize the Registrar of Voters to consolidate and provide specified election services for the May 2, 2023, San Lucas Union Elementary School District Special Election.
SUMMARY/DISCUSSION:
Division 10 of the California Elections Code provides that a city or district may, by resolution, request that the Board of Supervisors authorize the Registrar of Voters to provide the jurisdiction with election services.
Resolution No. 22-34 was passed by the San Luis Obispo County Superintendent of Schools on December 22, 2022 giving notice of holding an election for the Paso Robles Joint Unified School District on April 18, 2023 and requesting that the County Registrar of Voters provide election services. A copy of the District’s Resolution No. 22-34 is attached as Exhibit A.
Resolution No. 20222023-TRK was passed by the San Lucas Union Elementary School District’s Board of Education on January 19, 2023 giving notice of holding an election for the San Lucas Union Elementary School District on May 2, 2023 and requesting that the County Registrar of Voters provide election services. A copy of the District’s Resolution No. 20222023-TRK is attached as Exhibit B.
OTHER AGENCY INVOLVEMENT:
The San Luis Obispo County Superintendent of Schools adopted Resolution No. 22-34 requesting that the Registrar of Voters provide election services for the Paso Robles Joint Unified School District April 18, 2023 election.
The San Lucas Union Elementary School District adopted Resolution No. 20222023-TRK requesting that the Registrar of Voters provide election services for the San Lucas Union Elementary School District May 2, 2023 election. County Counsel has reviewed and approved the recommendations.
FINANCING:
California Elections Code Section 10002 mandates that all jurisdictions requesting election services from the County shall reimburse the County for the services performed. The Paso Robles Joint Unified School District shall reimburse the County in full for the services performed. The associated expenditures and reimbursement from San Lucas Union Elementary School District are included in the FY 22-23 Adopted Budget. There will be no additional cost to the County General Fund associated with this recommendation.
