RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the recommendation of the Director of Health or Assistant Director of Health to accept language modification to the Student Placement Agreement with Walden University for the placement of students within the Health Department to complete internship/externship assignments as part of their field education for their respective field of study for Fiscal Year 2022-23 through Fiscal Year 2025-26.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department requests that the Board of Supervisors accept and approve the removal of the University’s requirement in the Student Placement Agreement with Walden University to carry business automobile insurance (The University does not carry auto insurance.  All faculty are completely remote and will not ever be on a facility’s premises for any reason.  There will never be a Walden employee operating an automobile as any part of any field experience) and removal of the Indemnification language. The University does meet all other County insurance provisions.

 

This Agreement is based on a Board approved Student Placement Agreement Template that was approved by the Board on May 4, 2021, that provides for the County of Monterey standards of policy, procedures and best practices for student placement application processing, placement, credentialing, compliance with confidentiality and health privacy laws, insurance, and indemnification requirements.  Even though we are requesting removal of language to the Agreement with Walden University, it continues to be the goal of the Monterey County Health Department to use the Monterey County Board of Supervisors’ pre-approved Student Placement Agreement Template for each participating university and/or college to help streamline administrative processing and reduce timeline for execution. 

 

The Student Placement Agreement with Walden University contains a thirty (30) day termination “without cause” provision (Section VII, Paragraph C), which provides that either the County or University may cancel the Agreement.

 

While this work is not directly in support of a Health Department strategic initiative, it is in support of one or more of the ten essential public health services, specifically: 4) Mobilize community partnerships and action to identify and solve health problems and 8) Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. 

FINANCING:

There are no fiscal provisions included in this Agreement.
