a. Adopt a Resolution to support a Funding Agreement between the County of Monterey Health Department (Health) and the Department of Community Services and Development (CSD), to create a Farmworker Resource Center that will provide service navigation and referrals to farmworkers in Monterey County for a term of February 15, 2023 through May 15, 2024, in the amount not to exceed $834,000; and

d. Authorize the Director of Health or Assistant Director of Health to execute up to three (3) future amendments to this Agreement where the total amendments to do not exceed 10% ($83,400) of the Agreement amount and that do not significantly change the scope of work.

RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Adopt a Resolution to support a Funding Agreement between the County of Monterey Health Department (Health) and the Department of Community Services and Development (CSD), to create a Farmworker Resource Center that will provide service navigation and referrals to farmworkers in Monterey County for a term of February 15, 2023 through May 15, 2024, in the amount not to exceed $834,000; and

b. Approve and authorize the Director of Health or the Assistant Director of Health to execute the 2023 Farmworker Resource Center (FRC) Agreement (Agreement No. 23G-4551) with CSD in the amount of $834,000 to create a Farmworker Resource Center that will provide service navigation and referrals to farmworkers in Monterey County for the term of February 15, 2023 through May 15, 2024; and

SUMMARY/DISCUSSION:

The California State AB941- Farmworker Assistance: Resource Centers required the State Department of Community Services and Development (CSD) to establish a Farmworker Resource Center (FRC) grant program for counties to apply to in a competitive process and if selected for funding to establish FRCs that would provide farmworkers and their families information and access to services, ranging but not limited to the following: labor and unemployment rights, education, housing, immigration, and health and human services. To be eligible for the grant funding, applicant counties were required to provide 25% of the FRC’s funding.  Therefore, county applicants were required to contribute a minimum of $208,250 during the grant term. County of Monterey Board of Supervisors authorized County of Monterey Health Department (HD) on December 7th, 2022 to apply to the CSD’s FRC grant opportunity and HD submitted an application on December 20th, 2022. HD’s application focused on a strength-based approach with a workplan that involved continuing aspects of the work begun under the Virus Integrated Distribution of Aid (VIDA) project with a focus on farmworker-specific outreach, education, systems navigation, and referrals for services by Community Health Workers (CHWs). The application was developed in partnership with three of the VIDA partner organizations. The application proposed having CHWs from CBOs that have been involved in VIDA to be funded along with a core group of HD staff in the Planning, Evaluation, and Policy Unit with experience participating in and managing the VIDA program model to provide various outreach and systems navigation services for farmworkers in Monterey County. HD was notified on January 12th, 2023 that they were one of the three California counties selected for funding by the CSD FRC grant opportunity in the amount of $834,000 with the grant period going from February 15th, 2023 through May 15th, 2024. Once approved to execute the Agreement, HD staff will develop subcontracts with VIDA partner organizations to support some of the VIDA CHWs for the contract period to conduct outreach and systems navigation, develop a farmworker population assessment (essentially a scan of needs with farmworker input) by April 30, 2023, and will transition from VIDA to FRC activities by July 15th, 2023.

 

A complete agreement package includes a Board Resolution authorizing the Director of Health or Assistant Director of Health to execute the grant agreement. A Draft Resolution has been prepared for the County of Monterey Board of Supervisor’s review and approval.

 

This work supports the County of Monterey Health Department 2018-2022 Strategic Plan Goals: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. 4) Engage the MCHD workforce & improve operational functions to meet current & developing population health needs. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

Organizations consulted as part of the application process included Centro Binacional para el Desarollo Oaxaqueño, Center for Community Advocacy (CCA), and Mujeres en Acción. The Office of the County Counsel, Risk Management, and Auditor Controller have reviewed and approved this Agreement as to legal form, non-standard indemnity provisions, and fiscal provisions, respectively. 

 

FINANCING:

There is no impact to the General Fund from this action.  The County of Monterey Board of Supervisors has allocated $208,225 from Cannabis reserves for matching funds, which HD will administer.  As this program is not included in the Health Department’s FY 2022-23 Adopted Budget (001-4000-8438-HEA014), the Department will evaluate the need for appropriations for this Agreement and if necessary, will bring the appropriate actions for the County of Monterey Board of Supervisors approval.  Prospectively, provision for it will be made in the Department’s Requested Budget for future fiscal years.
