RECOMMENDATION:

It is recommended that the Board of Supervisors:

Direct the Auditor-Controller to amend the FY 2022-23 Adopted Budget for the County Administrative Office (CAO), Fund 001, Appropriation Unit CAO005, Unit 8541, to increase appropriations by $500,000, where the funding source is a release of Cannabis Assignment (BSA- 001-3132) funds or other source approved by the Board (4/5ths vote).  

 

SUMMARY:

The Emergency Operation Center (EOC) has been responding to the COVID-19 pandemic since its inception in March 2020, and additional financial support is needed in support of the severe rain and flooding event which commenced in early January.  Funding support for the current Fiscal Year (FY 2022-23) of $305,000 was provided in the adopted budget, however those funds were exhausted prior to the rain event, supporting on-going COVID-19 expenditures. Additional appropriations are needed in support of the rain event emergency.

 

County-wide, expenditures for the rain event have exceeded $35 million dollars, which are being primarily captured by individual departments, if those departments require additional financial assistance, they will individually request it. A summary of these estimated county-wide expenditures is attached.  The EOC does not have dedicated funding and requires an increase in appropriations for its portion of these expenditures to date.  As circumstances of the disaster may dictate, an additional request may be forwarded in the future.

 

Therefore, the EOC requests an additional $500,000 be added to its appropriation, to cover expenditures already obligated.  These expenditures should be reimbursable by FEMA and will be included in future claims.                     

 

OTHER AGENCY INVOLVEMENT:

The County Administrative Office and Budget Office support this action.

 

FINANCING:

If approved, these funds will facilitate and support the Rain Disaster activities noted above. Funding is eligible for reimbursement from FEMA as part of the recovery, and when received, will be applied towards reimbursement of funds provided for these activities. Receipt of these funds may be during the current fiscal year, or next fiscal year, actual date is uncertain. Funding for this request is available in both Cannabis Assignment and Contingency funding sources; it is recommended that Cannabis Assignment Funds be utilized. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Approval of this request will increase health and human services throughout the county by the increased capabilities to support those in the community affected by this disaster.
