Approve and authorize the Director of Health or the Assistant Director of Health to execute Amendment No. 1 to Agreement No. A-15943 with Spay Neuter Imperative Project (SNIP) for the provision of all-inclusive spay/neuter clinics for domestic and feral cats of residents in unincorporated Monterey County communities and the City of Salinas to increase Agreement amount by $42,000 and extend term by six months to December 31, 2023, for a total Agreement amount not to exceed $236,400 for the term of July 11, 2022 to December 31, 2023; and
b. Approve and authorize the Director of Health or the Assistant Director of Health to sign up to three (3) future amendments to this Agreement where the total amendments do not 10% ($23,640) of the Amendment No. 1 total and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or the Assistant Director of Health to execute Amendment No. 1 to Agreement No. A-15943 with Spay Neuter Imperative Project (SNIP) for the provision of all-inclusive spay/neuter clinics for domestic and feral cats of residents in unincorporated Monterey County communities and the City of Salinas to increase Agreement amount by $42,000 and extend term by six months to December 31, 2023, for a total Agreement amount not to exceed $236,400 for the term of July 11, 2022 to December 31, 2023; and

SUMMARY/DISCUSSION:
The Monterey County Health Department’s Animal Services Program (County) is responsible for providing animal control services in the unincorporated areas of Monterey County. It also operates an Animal Services Center located at 160 Hitchcock Road, Salinas, California that offers an array of services, including but not limited to shelter, veterinary, quarantine, and licensing services.
Monterey County and Animal Services continue to support the need in the community for low cost spay/neuter opportunities for both feral cats and owned dogs and cats. Local veterinary clinics are not able to provide those services so Animal Services will partner through contract with SNIP, a local mobile organization that provides spay/neuter services. SNIP is the only organization at this time that can provide this type of service at the volume needed to assist the community.
As Animal Services continues to expand its relationship with the City of Salinas (City), the department will be overseeing the SNIP clinics for City of Salinas as another shared vendor through this agreement. The City will be contributing, through reimbursement, at minimum, $43,200 for 12 clinics through December. Additional funds may be provided after that for City funded clinics through June 2023.
Through this agreement, SNIP will provide 30 clinics in unincorporated Monterey County through June 30, 2023 and 12 clinics in the City at a rate of $3,500 per clinic and 12 grant funded clinics from December 13, 2022 through December 12, 2023. There will be no fees for the pet owners for any of these clinics for the spay/neuter and vaccines and ear tipping for feral cats. Additional services will be at the pet owner’s expense.
This Agreement is late in being presented to the Board of Supervisors and is retroactive to December 12, 2022 because it was pending the finalization of grant acceptance. Animal Services applied and was accepted for a $42,000 grant with the Regents of the University of California on behalf of its Davis Campus School of Veterinary Medicine on behalf of its Koret Shelter Medicine Program in connection with the California for All Animals statewide animal shelter assistance program, effective December 13, 2022 through December 12, 2023. These grant funds will cover the cost of 12 clinics (once a month) from December 12, 2022 through December 12, 2023 with deliverables including specified tracking and one final report upon completion of the program.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals: 1. To empower the community to improve health and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health Services. It also supports the following of the ten essential public health services, specifically: 1. Monitor health status to identify and solve community health problems; and 4. Mobilize community partnerships and action to identify and solve health problems; and 6. Enforce laws and regulations that protect health and safety.
OTHER AGENCY INVOLVEMENT:
The office of County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to legal form, and fiscal provisions, respectively.
FINANCING:
There will be no fiscal impact resulting from the approval of this action. Appropriations for this Agreement are included in the Health Department’s (HEA001-8442) FY 2022-23 Adopted Budget.
