RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
Approve and authorize the Director of Health or the Assistant Director of Health to sign Renewal and Amendment No. 1, with North Monterey County Unified School District for the provision of the CalFresh Healthy Living Program to increase water, fruit, and vegetable consumption, increase physical activity levels, and provide federal nutrition food services information to the CalFresh eligible youth and families in Monterey County, extending the agreement for an additional four (4) years, for a revised retroactive term of October 1, 2019, through September 30, 2026.
SUMMARY/DISCUSSION:
The CalFresh Healthy Living (CFHL) program provides Supplemental Nutrition Assistance Program-Education (SNAP-Ed) to eligible low-income community members through nutrition education and obesity prevention activities and interventions. CFHL works to address high obesity rates in Monterey County among children, adolescents, and adults. The SNAP-Ed County Profile Dashboard for Monterey County indicates that in 2018, 70% of adults in Monterey County had a BMI of 25 or higher and are considered overweight/obese; the state percentage is 63. Among the SNAP-Ed eligible adult population, the percentage of Monterey County residents with a BMI of 25 or higher is 74%; the state percentage is 67. The percentage of children/teens (2 to 17 years of age) consuming fast food in Monterey County one or more times per week is 75%; the state percentage is 73.
The focus for CFHL is to promote healthy eating habits and a physically active lifestyle to all community members and to equip our community members with nutrition information and opportunities as early as possible to improve their health throughout life. CFHL achieves these goals through engagement with SNAP eligible community members and by collaboratively working with schools to incorporate physical activity education and healthy food and beverage education with students in a variety of settings.
To achieve our direct education goals, enhance and provide nutrition education and increase consumption of healthy foods and beverages, CFHL staff partner with several different school districts, including North Monterey County Unified School District. CFHL staff will work with elementary schools within the district to provide nutrition and physical activity education to the students, teachers, and staff. Staff will work with the schools to provide direct education, support ongoing campaigns and wellness councils, offer trainings to teachers or food service staff, and provide resources and materials. This agreement is late in being brought forward due to staffing shortages and prioritization of other agreements related to COVID-19 response.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals: 1. Empower the community to improve health; and 2. Enhance community health and safety through prevention. It also supports two of the ten essential public health services, specifically: 3. Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it; and 4. Strengthen, support, and mobilize communities and partnerships to improve health.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.
FINANCING:
There is no exchange of funds between the County and North Monterey County Unified School District for the entire term of the agreement through September 2026. The requested activities are funded 100% by the grant CalFresh Healthy Living Program through the term of the agreement. There are sufficient appropriations in the Health Department’s FY 2022-23 Adopted Budget (001-4000-8124-HEA003). Health has included and will include appropriations and revenue in its FY 2023-24, FY 2024-25, and FY 2025-26 Requested Budgets.
