Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign an agreement to with Central Coast Center for Independent Living for $1,000,919 to provide housing navigation/stabilization and housing related financial assistance for older adults and persons with disabilities who are receiving services from Adult Protective Services (APS) or are in the APS intake process and who are at risk of homelessness or experiencing homelessness for the period of May 10, 2023 through June 30, 2025; and

b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to this Agreement where the total amendments do not exceed ten percent 10% ($100,091) of the contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The California Department of Social Services (CDSS) appropriated $92.5 million statewide to establish and expand housing and homelessness assistance through the Home Safe Program via Senate Bill 129 (Chapter 69, Statutes of 2021) and pursuant to Assembly Bill (AB) 135 (Chapter 85, Statues of 2021). Home Safe supports the safety and housing stability of seniors and adults with disabilities served by or in the intake process for Adult Protective Services (APS) who are at risk of or experiencing homelessness. CDSS released $918,556 in Home Safe funding with no matching requirements to Monterey County through County Fiscal Letter (CFL) 21/22-67 dated January 20, 2022. Monterey County Department of Social Services (DSS) conducted a Request for Proposals (RFP) process in 2022 for Home Safe housing stabilization and navigation services, which did not receive any proposals. CDSS released an additional allocation of $918,556 in Home Safe funds with no matching requirements to Monterey County be spent by June 30, 2025, through CFL 22/23-43 dated December 30, 2022.

 

After receiving no RFP submissions, Monterey County DSS developed an agreement with the Central Coast Center for Independent Living (CCCIL) to provide housing stabilization and navigation services for Home Safe clients in coordination with APS case management services. CCCIL has extensive experience working with diverse populations, including persons with disabilities, older adults, and individuals/families at risk of or experiencing homelessness, and in providing housing navigation and stabilization services. Through this Agreement, CCCIL will provide program housing stabilization, eviction prevention, housing navigation, and direct financial assistance for expenses and services to prevent or end homelessness for Home Safe participants referred by the County.

 

OTHER AGENCY INVOLVEMENT:

The Auditor/Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

 

FINANCING:

Funding for these services is provided with the Home Safe State Funding with no additional County General Fund contributions required.  Sufficient appropriations and estimated revenues ($71,933) in SOC005 are included in the FY2022-23 Adopted Budget. Appropriations and estimated revenues ($459,542) are included in the FY 2023-24 Recommended Budget and the remaining balance of $469,444 will be incorporated into FY 2024-25 budget process.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Health & Human Services and Administration Strategic Initiatives adopted by the Board of Supervisors by allowing the Department to leverage State funding to implement the Home Safe program, which will improve the quality of life for individuals who are aged 60 or older and/or disabled and at risk of homelessness and experiencing homelessness by providing housing support and stabilization services to assist them to achieve and maintain safe and stable housing.
