Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Chief Information Officer to execute a non-standard 20-year Lease Agreement with the Mid Coast Fire Brigade on behalf of the Big Sur Land Trust for the installation, maintenance, and operation of radio communication equipment at the Glen Deven Ranch Communication Site for an amount of $201,528 for the term July 1, 2023 through June 30, 2043; and

b Approve non-standard provisions as recommended by the Chief Information Officer; and

c. Authorize the Chief Information Officer to execute up to one (1) amendment or extension of five (5) years with a 3% escalator each year, subject to County Counsel approval, and provided the lease terms and conditions to not significantly change.

 

SUMMARY/DISCUSSION:

This lease will grant the Information Technology Department access to install, maintain, operate, and repair equipment within the Mid Coast Fire Brigade radio vault and antenna pole

at the Glen Deven Ranch Communication Site, located at 37102 Garrapatos Road, Carmel CA.

 

The approval of this agreement will allow the County to have access by pedestrian and vehicular ingress and egress to and from the Glen Deven Ranch Communication site described in Exhibit A, seven (7) days a week, twenty-four (24) hours a day, for the purposes of emergency repairs of equipment located within the Mid Coast Fire Brigade radio vault.

 

The Glen Deven radio site will host two-way radio communications equipment delivering critical communications to law and fire first responders in areas of the Big Sur Coast that are currently unserved. All equipment will be operated and maintained by Monterey County Information Technology Department personnel.

 

The County agrees to pay $7,500 for fiscal year 2023-24 with an annual esculator of three (3) percent through 2043.

 

The Chief Information Officer recommends the approval of this proposed Lease Agreement.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed this lease and approves as to legal form.

 

FINANCING:

Funding has been included in the ITD FY 2023-24 Recommended Budget under Dept 1930, Appropriation INF002. Transactions relating to future fiscal years will be included in each respective Recommended Budget. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The transmissions from equipment maintained at this site will provide critical public safety communications.
