Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.   Authorize the Chief Information Officer to execute a non-standard “Authorization to Order” under the State of California Network and Telecommunications Agreement, Category 19.1 - C4CVD18 Cellular Voice and Data Services with T-Mobile USA, Incorporated for an amount not to exceed $30,000, commencing May 23, 2023, and ending June 5, 2025; and

b.  Authorize the Chief Information Officer, or his designee, to execute order forms and such documents as are necessary to implement the Agreement; and

c.  Authorize the Chief Information Officer or designee to execute up to three (3) additional amendments to this Agreement, each extending the term by one year, maximum compensation not to exceed 10% ($3,000) of the original contract amount of $30,000 bringing the total maximum cumulative cost increase to $9,000 and potential overall Agreement aggregate Not to Exceed amount to $39,000 even if no additional Agreements are entered into.

 

SUMMARY:

An execution of an Authorization to Order (ATO) under the current State of California Network and Telecommunications (CALNET) Agreement for CALNET Contract C4-CBD-19-001-01, Cellular Voice and Data Services will allow the County to utilize cellular voice and data services provided by T-Mobile USA, Incorporated at reduced prices.

 

DISCUSSION:

CALNET is a program that provides services that meet the State's complex and critical cellular voice and data service needs.  T-Mobile USA, Inc. and the California Department of Technology (CDT) have entered into a four-year statewide contract for CALNET Cellular Voice and Data Services.  T-Mobile USA, Inc. is one of the vendors that bid and received an award for flat rate cellular voice and data services, Category19.1 CALNET Contract C4-CBD-19-001-01, Cellular Voice and Data Services.

 

The CALNET program provides the County with a suite of statewide, competitively bid cellular voice and data service contracts that follow statewide policy and oversight.

 

 Information Technology Department seeks to provide cellular voice redundancy for the County’s cellular voice and data services networks and connections cost-efficiently.  The authorization to procure this service will allow the County to utilize an additional cellular voice and data service provider with favorable fees.  In addition, these fees will not fluctuate, allowing the County to budget for these services accordingly.

 

The Board’s authorization to execute the recommended ATO for T-Mobile USA, Inc. flat rate cellular voice and data services will permit the County to benefit from volume pricing negotiated by the State of California in the CALNET Agreement. 

 

The Chief Information Officer recommends that the Board approve and authorize using this cellular voice and data services procurement vehicle. 

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved the CALNET agreement, associated document, and the Authorization to Order form as to legal form.  Auditor-Controller’s Office reviewed the contract but does not agree to the non-standard payment provisions. 

 

FINANCING:

Funds required for FY22-23 have been included in the FY22-23 budget. The funds have been included in the FY23-24 Recommended Budget for the Information Technology Department, ITD 1930, Appropriations Unit INF002.  Transactions relating to future fiscal years will be included in each Recommended Budget based on the anticipated utilization of the services.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The execution of the proposed Authorization to Order furthers the efficient administration of County business by enabling the purchase of services necessary to operate the County's cellular voice and data services at a significant discount.  In addition, the execution of the proposed Authorization to Order furthers the update and maintenance of the County's technological infrastructure.
