Report

RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a.  Approve the Director of Health or Assistant Director of Health to accept the California Healthy Brain Initiative State and Local Partnerships to Address Dementia grant from the California Department of Public Health (CDPH), Alzheimer’s Disease Program, for a total amount of $707,565; and

b.  Approve and authorize the Director of Health or the Assistant Director of Health to execute Grant Agreement (RFA) #23-10055 for a total grant amount of $707,565 for the grant period from July 1, 2023, to June 30, 2025.

 

SUMMARY/DISCUSSION:

The County of Monterey Health Department (MCHD), Public Health Bureau, (Public Health) applied for a two-year grant from the California Department of Public Health (CDPH), Healthy Brain Initiative State and Local Partnerships to Address Dementia  Request for Application (RFA) #23-10055. The application was reviewed by CDPH, and Public Health is one of seven projects recommended for funding. The total amount approved is $707,565. The anticipated budget years and award amount are as follows:  July 1, 2023 - June 30, 2024:  $380,312 and  July 1, 2024 - June 30, 2025:  $327,253.

 

The goals of the grant program are to promote cognitive health, address cognitive impairment for people living in the community, and help meet caregiver needs. Public Health staff will monitor data and evaluate Healthy Brain programming, mobilize public and private partnerships to engage local stakeholders in effective community-based interventions and best practices and educate and empower the public regarding brain health and cognitive aging.

In collaboration with Alliance on Aging, Public Health will integrate messaging on brain health and cognitive decline risk factors by using culturally, linguistically, and age-appropriate health communication techniques to reduce stigmas, dispel myths, and support early detection and modification of risk factors. Integrated messaging will be accomplished through a targeted social marketing campaign in Spanish and English utilizing co-messaging with the Alliance on Aging. Grant funds will provide capacity to increase accessibility of chronic disease prevention classes to older adults by offering senior focused classes in Spanish and English. Public Health will work with Alliance on Aging to provide messaging that emphasizes the important role of caregivers in supporting people with dementia and maintaining caregivers’ health and well-being. Public Health will also collaborate with County of Monterey Department of Social Services to promote prevention of abuse, neglect, and exploitation of people with dementia.

MCHD is a longstanding leader in coordination of local and regional collaborative efforts to leverage resources and improve support to community partners. Grant funding will provide Public Health capacity to expand services through community partners. Public Health will utilize these grant funds to build upon the resources provided by Future of Public Health funds to implement a Healthy Aging Program housed within our Chronic Disease and Injury Prevention Branch. Through Future of Public Health Funds, Public Health was provided funding for three Healthy Aging positions that we are currently in the process of filling. Public Health is honored to join the existing networks of local service providers working to address disparities and elevate the overall quality of life for our aging community members and their caregivers.

This work supports the County of Monterey Health Department 2018-2022 Strategic Plan Goals: 1. Empower the community to improve health; and 2. Enhance community health and safety through prevention. It also supports two of the ten essential public health services, specifically: 3. Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it; and 4. Strengthen, support, and mobilize communities and partnerships to improve health.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.

 

FINANCING:

There is no cost to the County to approve this grant agreement to receive $707,565 from CDPH for FY 2023-24 and FY 2024-25.  There are sufficient appropriations in the Health Department’s (001-4000-8124-HEA003) FY 2023-24 Requested Budget.
