Report

RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 1 to the Standard Agreement between County of Monterey and Applied Crisis Training and Consulting for the provision of suicide prevention and training services which adds $31,897 for FY 2022-23 and adds $195,000 for FY 2023-24, for a new total agreement amount of $326,896;

b. Approve and authorize the Director of Health or Assistant Director of Health to extend the term for one (1) fiscal year for a revised term of January 1, 2022 through June 30, 2024; and

c. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not significantly alter the scope of services or exceed 10% ($32,689) of the amended Agreement amount.

 

SUMMARY/DISCUSSION:

The County currently has a contract with Applied Crisis Training and Consulting (ACTC) for a total contract amount of $99,999 which expires on June 30, 2023. Since this agency has the capacity to increase needed services to the community, approval for amending this Agreement to increase the amount and extending term as appropriate, is being sought. Amendment No. 1 adds funding in the amount of $31,897 to Fiscal Year 2022-23, $195,000 to FY 2023-24, and extends the Agreement by one additional fiscal year through June 30, 2024, for a revised contract amount of $326,896.

 

Applied Crisis Training and Consulting provides consultation and facilitation of suicide prevention services to decrease the number of attempted and completed suicides in Monterey County. In addition, ACTC provides trainings in suicide prevention, suicidal ideation, and behavior treatment essential to clinical staff, contract providers, and Monterey County Helping One Another to Prevent and Eliminate Suicide (MC HOPES) Coalition members and administrators of the Monterey County Behavioral Health Bureau (“MCBH”). With the additional funding, ACTC will provide a higher volume of trainings to MCBH staff and will increase efforts to engage community members through the MC HOPES Coalition.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Goals: 2. Enhance community health and safety through prevention. It also supports one of the ten essential public health services, specifically: 3. Inform, educate, and empower people about health issues.

 

OTHER AGENCY INVOLVEMENT:

The Offices of the County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Amendment No. 1 is funded by Mental Health Services Act Prevention and Early Intervention (PEI) and Workforce, Education, and Training (WET). The funds for the FY 2022-23 portion of the Amendment ($31,897) are included in the Health Department's Behavioral Health (HEA012, Unit 8410) FY 2022-23 Adopted Budget. The funds for FY 2023-24 ($195,000) will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2023-24 Requested Budget.
