Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign Amendment #1 to the Agreement with North County Recreation & Park District to provide congregate meals, health promotion, intergenerational activities services to seniors and infrastructure improvements for the Senior Nutrition Program by extending the term by five (5) months, for a new term of July 1, 2022 through November 30, 2023 and adding $398,916 for a new contract total of $462,513; and

b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to the agreement where the total amendments do not exceed 10% ($46,251) of the contract amount and do not significantly change the scope of work not to exceed the term maximum of $508,764.

 

SUMMARY/DISCUSSION:

This amendment adds funding to support added intergenerational activities to seniors in Monterey County and infrastructure improvements for the Senior Nutrition Program.  The funding will be used to implement intergenerational activities and to purchase, upgrade, or refurbish infrastructure for the production and distribution of congregate meals.  These services improve the health and well-being of seniors who cannot shop or cook for themselves, enabling them to age in place, be as independent as possible, and connect Older Californians Nutrition Program participants with younger generations to promote greater understanding and respect between generations and strengthen older adults’ recovery and resilience from the isolation and health impacts of the COVID-19 pandemic.  This amendment is in response to an increase in funding which is being passed through to the Contractor to meet needed demand for services.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

 

FINANCING:

Funding is provided by the Older Adults’ Recovery and Resilience fund- Home and Community Based Services. Sufficient appropriations and estimated revenues in SOC010 are included in the FY 2022-23 Adopted Budget, and the remaining appropriations and revenues are included in the FY 2023-24 Requested Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing nutrition services and intergenerational activities to seniors in Monterey County.
