RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Monterey County Sheriff to execute the Memorandum of Understanding (MOU) between the County of Monterey, the City of King, and the Salinas Valley Fair, Inc., to establish a framework of law enforcement responsibilities for the County owned Salinas Valley Fairgrounds located at 625 Division Street in King City, California.

 

SUMMARY/DISCUSSION:

The County of Monterey, hereafter “County”, owns certain properties located within the City of King, hereafter “City”, commonly referred to as the Salinas Valley Fairgrounds located at 625 Division Street, King City, California, hereafter “Fairgrounds”. The Fairgrounds leased to the Salinas Valley Fair, Inc., hereafter “SVF”, are described in the lease agreement between the County and SVF (Attachment A).

 

The Fairgrounds hosts a variety of events such as the annual fairs which typically lasts several days and involves thousands of visitors, entrants, and vendors, and is currently operated by SVF. However, other activities are also held at the Fairgrounds throughout the year, including events such as the flea market, rodeos and barrel racing, fundraisers, weddings, dances, and other community activities or celebrations. These events have the potential for impacts on nearby areas outside of the Fairgrounds related to noise, public safety, and other items.

 

The County provides law enforcement services within the County jurisdiction through the Monterey County Sheriff’s Office, and the City provides law enforcement services within the City jurisdiction through the King City Police Department. Additionally, the County and the City both provide land use regulations within their respective jurisdictions.

 

The County, City, and SVF, have a long history of cooperation and coordination, as related to providing services and event space at the Fairgrounds. Approval of the MOU will support efforts to formalize and clarify past practices regarding law enforcement responsibilities for the Fairgrounds.

 

OTHER AGENCY INVOLVEMENT:

The Sheriff’s Office, the City of King, and Salinas Valley Fair Inc. have approved the MOU. The Department of Public Works, Facilities and Parks assisted with the development of the MOU and this report.  The Office of the County Counsel has reviewed the MOU as to form.

 

FINANCING:

The Board Report and proposed MOU were developed by the PWFP Department staff funded as part of the FY2022-23 PWFP Adopted Budget, General Fund 001, Appropriation Unit PFP054, Unit 8552.  There are no fiscal impacts associated with the execution of the proposed MOU.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

If approved, this action supports the Board of Supervisors’ Strategic Initiatives for Administration as well as Public Safety. Establishing the MOU promotes efficient and effective resource management and will help cultivate a safe environment for communities to thrive and grow.
