RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve Professional Services Agreement with C M Pros to provide construction management services for the Robinson Canyon Road Bridge Scour Repair Project (County Bridge No. 503, Project No. 3851, under Request for Proposals #10807), in a total amount not to exceed $417,000, for an initial term of three (3) years effective June 6, 2023 to June 5, 2026, with the option to extend the Agreement for two (2) additional one (1) year period(s); and

b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Professional Services Agreement and future amendments to the Agreement where the amendments do not significantly alter the scope of work as determined by the Director of PWFP or designee or increase the approved Agreement amount and subject to approval as to form by the Office of the County Counsel.

 

SUMMARY/DISCUSSION:

The Robinson Canyon Road Bridge (County Bridge No. 503), built in 1971, has a history of scour at the substructure in the Carmel River.  The Robinson Canyon Road Bridge Scour Repair Project (Project) will perform improvements around the bridge piers and abutments to prevent erosion and scour from water flowing in the Carmel River.  The Project site is located on Robinson Canyon Road approximately 0.1 mile south of Carmel Valley Road.

 

On March 17, 2022, the County of Monterey, Department of Public Works, Facilities and Parks (PWFP) solicited proposals from qualified consultants through Request for Proposals (RFP) #10807 for construction management services for the Project, in accordance with the specifications set forth in the RFP.  On April 22, 2022, two (2) consultants’ proposals were received.  Following review and evaluation of the proposals, and interviews with the consultants submitting proposals, the County determined that C M Pros is the most qualified consultant, and a Professional Services Agreement (PSA) was tentatively awarded to provide the services for the Project.  The competitive selection process was conducted in accordance with County policies and State and Federal laws under RFP #10807.  The Project’s permitting process, which included extensive review due to the Project’s location, delayed the start date of the Project and consequently the processing of the C M Pros PSA.

 

The RFP solicitation process did not include the County’s Local Preference Policy in order to attract a variety of consultants with experience and qualifications for federally funded projects. Both proposals received were from consultants located outside the County.  The work for the Project is seasonal and it is anticipated to begin in Spring 2023.

 

PWFP staff recommends that the Board of Supervisors approve the PSA with C M Pros (Attachment A) to allow construction management services for the Project in a total amount not to exceed $417,000 for an initial term of three (3) years effective June 6, 2023 to June 5, 2026, with the option to extend the PSA for two (2) additional one (1) year period(s).

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved the PSA as to form, and fiscal provisions, respectively.

 

FINANCING:

The total estimated cost of the Project, including design engineering, environmental, right-of-way, utilities and construction is $4,662,458.  The County has secured Federal Highway Administration (FHWA) funding for the Project as outlined in Attachment B.  The Project is largely funded by FHWA funds in the amount of $4,042,049. The Federal funds require a 11.47% local match that will be provided by State Toll Credits fund $523,690 and local Measure X funds $96,719.  See Attachment B for further Project budget details. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action supports the Board of Supervisors’ Strategic Initiatives for Infrastructure and Public Safety.  The Project will improve bridge safety and longevity by reducing the impacts of scour and undermining due to river water on County Bridge No. 503 in the unincorporated area of Carmel Valley, California.
