RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Accept a Grant Award of up to $3,000,000 from the California Governor’s Office of Business and Economic Development (GO-Biz), pursuant to the California Community Reinvestment Grants Program Fiscal Year 2022-23 Grant Solicitation, for the provision of system navigation services and linkages to medical care in eligible census tracts in Monterey County, California for those disproportionately impacted by past federal and state drug policies (“Services”);

b. Approve and authorize the Director of Health or the Assistant Director of Health to sign the California Community Reinvestment Grants Program Grant Agreement (CalCRG-2023-2687) in the amount of $3,000,000 with GO-Biz for the provision of Services for the grant term of June 1, 2023 through May 31, 2026, and

c. Approve and authorize the Director of Health or the Assistant Director of Health to sign up to three (3) future amendments to this Agreement where the amendments do not significantly change the scope of work and in total do not exceed 10% ($300,000) of the original grant agreement amount.

 

SUMMARY/DISCUSSION:

The County of Monterey Health Department (MCHD) has received a three-year, competitive grant award from the State Governor’s Office of Business and Economic Development (GO-Biz). GO-Biz offers a range of services, including funding through the CalCRG program which came from the Adult Use of Marijuana Act (Proposition 64), which was approved by California voters on November 8, 2016. In accordance with the proposition, GO-Biz has established a funding program to award grants to Local Health Departments and qualified Community-based Nonprofit organizations to support job placement, mental health treatment, substance use disorder treatment, system navigation services, legal services to address barriers to reentry, and linkages to medical care for communities disproportionately affected by past federal and state drug policies, also known as the War on Drugs (WoD).

MCHD’s successful grant application to GO-Biz is for $3 million in funding over three years beginning on July 1, 2023 through June 30, 2026. The funded program will focus on System Navigation Services (SNS) and Linkages to Medical Care (LMC) capitalizing on the infrastructure and methodology developed by the county’s COVID-19 Community Health Worker (CHW) Outreach and Education project, Virus Integrated Distribution of Aid (VIDA). The funding will support up to 15 temporary CHWs and 1 CHW Coordinator to be hired by MCHD to conduct the work, and  the administrative costs to coordinate, administer, and manage the grant.

The goals for the project are for CHWs to provide services geared to helping clients navigate and have access to systems based on client needs to advance their economic, physical, medical and emotional well-being. CHWs will engage at least 1,500 clients from communities disproportionately affected by the WoD in any of the following services: reentry to society services, accessing community resources and employment and financial training, resulting in measurable improvements in their economic, physical, and emotional well-being, decreasing recidivism. They will also engage an additional unduplicated 1,500 clients also from communities disproportionately affected by the WoD in any of the following services: establishing a primary care provider, enrolling in health insurance, utilization of preventive care or substance abuse services, and improvement to overall health and wellbeing.

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals: 1.  Empower the community to improve health through programs, policies, and activities; 2.  Enhance community health and safety by emphasizing prevention; and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one or more of the ten essential public health services, specifically:  3. Inform, educate, and empower people about health issues; 4. Mobilize community partnerships and action to identify and solve health problems; 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable. 

 

OTHER AGENCY INVOLVEMENT:

The Offices of County Counsel and the Auditor-Controller have reviewed and approved the Award and Agreements as to form and fiscal provisions, respectively.

 

FINANCING:

There is no impact to the General Fund resulting from the approval of this action.  Due to the timing of the grant award, the related program revenue and expenditures are not included in the MCHD’s FY 2023-24 Requested Budget (001-4000-8438-HEA014).  The Department will evaluate the need to increase appropriations and will bring any necessary actions to the Board for  consideration and approval.
