RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Chief Information Officer or his designee to execute Amendment No. 1 to the standard agreement with Forrest Telecom Engineering Inc. to continue radio communications frequency consulting services, extending the term through June 30, 2028, and increasing the contract amount by $79,900 for a new not to exceed the total of $150,100; and

b. SUMMARY:

Monterey County Information Technology Department’s Radio Shop and Infrastructure Division wishes to continue services with Forrest Telecom Incorporated for a broad range of radio frequency coordination, consultation, and analytical support.

 

DISCUSSION:

On June 11, 2020, the Board approved the non-standard agreement between the County and Forrest Telecom for a term ending June 30, 2023. The proposed Amendment extends the term through June 30, 2028, and increases the contract amount by $79,900.

 

Forrest Telecom is a current vendor of the County providing public safety and non-public safety radio communications at locations throughout Monterey County, including the Next Generation Radio System, and County-wide microwave refresh projects. Services include coverage analysis, intermodulation analysis, recommendations regarding the Federal Communications Commission’s filing procedures and processes, radio site channel combining/distribution analysis, and multi-user co-location recommendations and analysis.

 

The Chief Information Officer recommends the continuation of this radio frequency support.

 

OTHER AGENCY INVOLVEMENT:

County Counsel approves the agreement as to form.

 

FINANCING:

The funds are included in the FY23-24 Adopted Budget for the Information Technology Department, ITD 1930, Appropriations Unit INF002. Fund requirements for future years will be included in all future year budget submittals.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This contract is essential to ensure availability of, and accessibility to, highly technical consulting services that support Monterey County public safety and non-public safety radio communications.
