RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute an agreement with Restorative Justice Partners, Inc, for victim impact curriculum-based classes, effective July 1, 2023 to June 30, 2028, in the amount of $341,305; and
b. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute two (2) one (1) year amendments, where the scope of work does not significantly change, and the cost does not increase by more than $76,000 and $83,600 respectively, per amendment, and the total contract amount does not exceed a maximum of $500,905.

SUMMARY DISCUSSION:
The Monterey County Sheriff's Office (MCSO) requests approval of this Agreement. MCSO is doing a five (5) year contract to keep the price from increasing.

MCSO started its pilot program with Restorative Justice Partners (RJP) in 2018, with the hope of providing inmates with first-hand knowledge of how crime impacts their victims. The Victim Impact Program is designed to provide offenders the opportunity to change their criminal thinking and behavior, and to help guide the offender, and educate them, on how to make amends with their victims directly, or indirectly.
