RECOMMENDATION

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health Services or their designee to execute Amendment No. 2 to Mental Health Services Agreement A-15246 between the County of Monterey and NAMI Monterey County, for the provision of education, support, information and referrals to those affected by mental illnesses, effective September 1, 2023, which adds funding in the amount of $75,000 for FY 2023-2024 for a new total Agreement not to exceed $595,000 for the full-term of July 1, 2021 - June 30, 2024.

 

SUMMARY/DISCUSSION

As part of the County of Monterey Health Department, Behavioral Health Bureau’s Access and Mental Health Services Act (MHSA) outreach, engagement and mental health programs, the County currently has Agreement A-15246 with NAMI Monterey County to meet goals and objectives outlined in the County’s MHSA Plan. In FY 2022-23, NAMI Monterey County executed work consistent with Program 1 of Agreement A-15246 via subcontract with another vendor of Monterey County Health Department, Behavioral Health Bureau, also utilizing MHSA PEI funds. To ensure cost effective use of MHSA funds, and through mutual agreement of all parties, Monterey County Health Department Behavioral Health Bureau is reallocating the associated funds into this direct Agreement with NAMI Monterey County.

 

With its signature programs, NAMI Monterey County empowers individuals and families to recognize the symptoms of mental illness so they may navigate appropriate treatments, while offering emotional help and education.  NAMI Monterey County programs typically attract family members who are in the early stages of detection and who are vulnerable and confused about diagnoses and treatment options for themselves or their loved ones. The County currently has Agreement No. A-15246 with NAMI Monterey County for a current contracted dollar amount of $360,000 for FYs 2021-22 through 2023-24. This Amendment adds $75,000 to the FY 2023-24 budget.

 

This work supports the Monterey County Health Department 2018-22 Strategic Plan Goals: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT

The Office of the County Counsel and Auditor-Controller have reviewed and approved Amendment No. 2 as to legal form and fiscal provisions, respectively.

 

FINANCING

This NAMI Monterey County Amendment No. 2 is funded by Mental Health Services Act Prevention and Early Intervention (MHSA PEI) revenues (100%).  The funds for this Agreement ($595,000) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2023-24 Adopted Budget.
