Approve and authorize the Monterey County Laguna Seca Representative to execute Amendment No. 2 to the Standard Agreement between Blue Strike Environmental and the County of Monterey, with a term beginning July 1, 2019 through June 30, 2024, for garbage pick-up and services at WeatherTech® Raceway at Laguna Seca, adding new services and updating the fees to compensate for those services with no increase in the original contract amount of $625,000.

RECOMMENDATION:

It is recommended that the Board of Supervisors: 

Approve and authorize the Monterey County Laguna Seca Representative to execute Amendment No. 2 to the Standard Agreement between Blue Strike Environmental and the County of Monterey, with a term beginning July 1, 2019 through June 30, 2024, for garbage pick-up and services at WeatherTech® Raceway at Laguna Seca, adding new services and updating the fees to compensate for those services with no increase in the original contract amount of $625,000.

 

SUMMARY/DISCUSSION:

Blue Strike Environmental (Blue Strike) is a locally-owned business with offices in Monterey, California, Ohio and Florida.  Blue Strike offers award-winning strategies, innovation, technical analysis, communications, and organizational development programs for sustainability, climate change, waste and energy industries.

 

Blue Strike was awarded a Standard Agreement (Agreement) issued under RFP #10712 with a term beginning July 1, 2019 through June 30, 2024, with a not to exceed total aggregate of $625,000 to provide trash and recycling services during events at WeatherTech® Raceway at Laguna Seca (LSRA) (Attachment A).  Amendment No. 1 added food waste services to the Agreement and allow Blue Strike space for a 10’ x 20’ storage connex container on LSRA property (Attachment B). Blue Strike’s continued services are vital to the over-all success of events held at LSRA.

 

The proposed Amendment No. 2 adds additional services and related fees due to an increased scope of work with additional schedule of services to adequately keep up with garbage and recycling pick-up during events, which are now in back to pre-pandemic state. Exhibit B-1 ‘Pricing’ has been deleted in its entirety in the Agreement and replaced with Exhibit B-2 showing the updated WRLS event schedule and pricing details. It is important to note that attendance at WRLS events has increased an average of 30% since the Standard Agreement was originally executed.

 

 

Correspondingly, this increase in events results in additional need for cleaning services and staffing from Blue Strike.   The increase in fees from these additional services is presented in Exhibit B-2, but this does not need an increase in the not-to-exceed amount that was approved in the original agreement.

 

County Staff requests the Board of Supervisors approve the proposed Amendment No. 2 to the Standard Agreement (Attachment C) and authorize the Monterey County Laguna Seca Representative to execute Amendment No. 2.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller’s Office reviewed and approved the proposed Agreement as to form and fiscal provisions, respectively.

 

FINANCING:

The cost of the contracted services provided by Blue Strike Environmental is not to exceed $625,000 for the duration of the Agreement.  There is sufficient funding in Laguna Seca Recreation Area Fund 453, Appropriation Unit PFP067 to cover the fees in the Agreement in Fiscal Year 2023-24.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action supports the Board of Supervisors Strategic Initiatives on Administration and Health & Human Services.  Removing trash and recycling materials in a timely manner is essential in maintaining a healthy and safe environment for LSRA guests and protects the County Parks’ facility and property.
