RECOMMENDATION:
It is recommended that the Monterey County Parks Commission appoint a Parks Commission Chair and Vice Chair for the 2024 calendar year; consider extending 2023 Chair tenure to 2024 calendar year.
SUMMARY:
The Monterey County Parks Commission Bylaws, adopted by the Monterey County Board of
Supervisors on June 8, 2021, provide for the appointment of a Commission Chair and Vice Chair at the first meeting of the Commission each calendar year.
Section V Officers and Officer Duties states:
The Commission shall appoint a Chair and Vice Chair during the Commission’s first
meeting of each calendar year. The officers will be appointed on a rotating basis
following the numerical order of the Supervisorial districts. The Supervisor serving on
the Commission is excluded from the officer rotation.
For Calendar Year 2023, the Parks Commissioner from District 4 served as Chair and the Parks
Commissioner from District 5 served as Vice Chair. Due to canceled meetings and an abbreviated time as Chair, Commissioner Stracke is requesting to remain in the position through 2024. Staff has conferred with County Counsel and while the by-laws state that a rotational schedule is to be adhered to, the Commission may take action and allow the existing officers to serve for additional time.
