RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health Services or designee to execute an Information Sharing Agreement between the County of Monterey and Monterey County Regional Fire District to establish data sharing requirements to comply with privacy and protection of patient health information shared among the parties, with no exchange of funds.

SUMMARY/DISCUSSION:
The County of Monterey and Monterey County Regional Fire District wish to enter into an Information Sharing Agreement to set forth the information privacy and security requirements that Monterey County Regional Fire District will be required to follow concerning all Yellow, Orange, and Red Response Time disclosed data and other personal and confidential information disclosed by the data recipient that they intend to use to research and analyze medical responses within their fire district.

This work is not directly in support of a Health Department strategic goal; it is in support of one or more of the ten essential public health services established by the California Department of Health, specifically: Enforce laws and regulations that protect health and ensure safety and evaluate effectiveness, accessibility, and quality of personal and population-based health services.

OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has approved the Agreement as to form.

FINANCING:
There are no General Fund Impacts resulting from this Board action. There is no exchange of funds.
