a. Amend the County of Monterey Health Department's Fiscal Year 2023-2024 Adopted Budget to increase appropriations by $178,597 in the Emergency Medical Services Bureau 016-4000-8111-HEA009, to reimburse physicians as required by Health and Safety Code Chapter 2.5 Section 1797.98a., financed with available fund balance (4/5ths vote required); and
b. Authorize and direct the Auditor-Controller and County Administrative Office to incorporate the changes in the County of Monterey Health Department's Emergency Medical Services Bureau Fiscal Year 2023-24 Adopted Budget 016-4000-8111-HEA009.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Amend the County of Monterey Health Department's Fiscal Year 2023-2024 Adopted Budget to increase appropriations by $178,597 in the Emergency Medical Services Bureau 016-4000-8111-HEA009, to reimburse physicians as required by Health and Safety Code Chapter 2.5 Section 1797.98a., financed with available fund balance (4/5ths vote required); and

SUMMARY/DISCUSSION:
In 1989, the Monterey County Board of Supervisors established the County Emergency Medical Services Fund (EMSF), referred to as the Maddy Fund (016-4000-8111-HEA009), under Section 1797.98 of the Health and Safety Code. The Maddy Fund is administered by the Health Department's Emergency Medical Services Bureau (EMS). Maddy revenues are generated from court fines, penalties, and forfeitures from various criminal offenses and motor vehicle violations.
