Title: a. Approve and authorize the Director of Health, the Assistant Director of Health, or the Emergency Medical Services (EMS) Agency Director, to execute the Emergency Medical Technician-Expanded Scope Service Provider Agreement between the County of Monterey and Monterey County Regional Fire District for the provision of EMT-Expanded Scope services for a period of five years effective once signed by authorized representatives for all parties; and b. Authorize the Director of Health, the Assistant Director of Health, or the EMS Director, to sign up to three (3) amendments to this Agreement where the combined amendments do not significantly change the scope of the Agreement.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health, the Assistant Director of Health, or the Emergency Medical Services (EMS) Agency Director, to execute the Emergency Medical Technician-Expanded Scope Service Provider Agreement between the County of Monterey and Monterey County Regional Fire District for the provision of EMT-Expanded Scope services for a period of five years effective once signed by authorized representatives for all parties; and
b. Authorize the Director of Health, the Assistant Director of Health, or the EMS Director, to sign up to three (3) amendments to this Agreement where the combined amendments do not significantly change the scope of the Agreement.

SUMMARY/DISCUSSION:
The Emergency Medical Services (EMS) Agency is designated under California law by Monterey County as the local Emergency Medical Services Agency responsible for planning, implementing, and evaluating the local EMS system throughout Monterey County. Under California law and Monterey County EMS policy, no person or organization may provide EMT-Expanded Scope skills unless that person or organization is an authorized part of the emergency medical service system of the local EMS agency.
