RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a policy concerning future appointments to the Monterey County Regional Fire District (MCRFD) Board of Directors.

SUMMARY/DISCUSSION:
The Monterey County Regional Fire District (MCRFD) is a special fire district organized and operating pursuant to Health and Safety Code section 13800 et seq. the territory of which includes areas within the supervisorial districts 2, 3, 4 and 5. The district is governed by five Board of Directors who are appointed by the County of Monterey Board of Supervisors (Board) and reside in the area served by the MCRFD.

In October 2023, the Board reviewed and provided input on policy language concerning appointments to the MCRFD Board of Directors for the purpose of setting forth a clear and equitable process for appointments by the Board to the MCRFD Board. Supplemental input was provided during the January 9 and January 23, 2024, Board meetings. Policy language has been refined to clarify the appointment and nomination process for incumbents whose term is set to expire and the solely advisory role of the MCRFD Chief as part of the committee review of application and nomination packages for submittal to and consideration by the Board. A detailed redline policy is enclosed as Exhibit A for the Board's review.

The subject policy is only applicable to the MCRFD Board; however, an overall policy regarding full Board appointments will be brought forward for Board consideration at a later date.

OTHER AGENCY INVOLVEMENT:
The County Administrative Office coordinated with the Office of County Counsel and the Chief of MCRFD.

FINANCING:
There are no financial impacts to the General Fund resultant to the Board receiving this report.
